Allows election to use methodology based on audience or subscribers for total gross receipts of taxpayer engaged in broadcasting. Repeals special apportionment statutes applicable to income of interstate broadcasters, for purposes of corporate excise taxation. Applies to tax years beginning on or after January 1, 2020. Modifies provisions of corporate activity tax. Expands exemption for grocery sales to include groceries held by consignee store operator. Expands exemption for motor vehicle dealer transactions to include all new vehicle exchanges between franchised motor vehicle dealerships. Expands exception allowing vehicle dealer to collect estimated portion of tax from purchaser to include collection from lessee. Applies to tax years beginning on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.
Limits Governor's ability to exercise authority conferred on Governor during declared state of emergency to no more than 60 days' duration, unless Legislative Assembly authorizes continued state of emergency. Requires continued authorization of state of emergency by Legislative Assembly every 60 days. Takes effect on 91st day following adjournment sine die.
Prohibits individual from collecting and returning ballot of other individual, subject to specified exceptions. Takes effect on 91st day following adjournment sine die.
Directs Department of Environmental Quality, in consultation with State Department of Agriculture, to study laws related to permitting of animal rendering facilities and provide results of study in report to interim committees of Legislative Assembly no later than September 15, 2022. Sunsets January 2, 2023. Takes effect on 91st day following adjournment sine die.
Authorizes legislative caucus leaders to each appoint Senate Majority Legislative Counsel, Senate Minority Legislative Counsel, House Majority Legislative Counsel and House Minority Legislative Counsel, and establishes legislative caucus leaders as Legislative Counsel Committee. Directs Senate Majority Legislative Counsel, Senate Minority Legislative Counsel, House Majority Legislative Counsel and House Minority Legislative Counsel to co-equally manage Office of Legislative Counsel. Directs each caucus Legislative Counsel to assist in preparation of measures, opinions, research and other work requested by caucus members. Becomes operative January 1, 2022. Authorizes caucus leaders to take preparatory measures to implement Act prior to January 1, 2022. Takes effect on 91st day following adjournment sine die.
