Provides that parent or legal guardian may be notified of minor's consent to treatment. Modifies definition of "personal representative" for purposes of protected health information to include parents of unmarried and unemancipated minors.
Prohibits local governments from adopting or enforcing ordinance, rule or regulation or taking actions that prohibit or limit local government or its subdivision, agency, department or office or employee from cooperating with or assisting federal immigration authority or carrying out immigration enforcement. Repeals prohibition against public bodies and law enforcement from cooperating with or assisting federal immigration agency or immigration enforcement. Declares emergency, effective on passage.
Prohibits Governor and specified state agencies from taking measures to reduce greenhouse gas emissions in Oregon unless authorized by Legislative Assembly by law enacted on or after effective date of Act. Takes effect on 91st day following adjournment sine die.
Grants to South Suburban Sanitary District exclusive right to use and sell treated wastewater discharged by district into Klamath River or tributaries. Prohibits appropriation of treated wastewater discharged pursuant to Act. Declares emergency, effective on passage.
Requires Public Utility Commission to investigate status of renewable projects in Oregon, including project failures. Directs commission to submit findings to interim committees of Legislative Assembly related to energy no later than September 15, 2024.
Prohibits public employer from making deduction from salary or wages of public employee to pay dues, fees or other assessments to labor organization. Provides that violation of prohibition is unfair labor practice. Repeals provisions permitting public employees to enter into agreement with labor organization authorizing public employer to make deductions from salary or wages of public employee to pay dues, fees or other assessments to labor organization.
Requires written authorization from chief sponsor of bill before legislative concept containing emergency clause may be accepted for filing. Requires written authorization from sponsor of amendment before amendment that adds emergency clause to bill may be adopted by committee.
Proposes amendment to Oregon Constitution to declare constitutional right to fish, hunt or harvest wildlife or gather wild foods, subject to certain legal restrictions. Refers proposed amendment to people for their approval or rejection at next regular general election.
Ends automatic voter registration through Oregon Motor Voter. Reestablishes process of registration at any office of Department of Transportation where licenses or renewal applications are distributed or received that existed prior to enactment of Oregon Motor Voter.
Creates income tax credit for eligible costs of development of middle housing dwelling units that sell for price affordable to household with annual income between 80 percent and 120 percent of area median income. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
