Requires Oregon Broadband Office to study barriers to, and opportunities for, investment and deployment of wireline and wireless broadband access points. Directs office to submit findings to Governor and to interim committees of Legislative Assembly related to economic development no later than September 1, 2025.
Provides for additional exemption against Oregon estate tax. Phases out availability of exemption based on size of estate. Applies to estates of decedents who die on or after January 1, 2023. Takes effect on 91st day following adjournment sine die.

Prohibits insurance company from considering map of wildfire risk when determining insurance rate. Directs State Board of Forestry to adopt new definition of term "wildland-urban interface." Provides that map of wildfire risk must display wildfire risk classes only for properties within wildland-urban interface. Provides that State Forestry Department shall develop map of wildfire risk only after Department of Land Conservation and Development and Department of Consumer and Business Services have taken certain actions.
Requires local government approval of project to create, enhance or restore wetlands if project would convert lands used for agricultural purposes to wetlands.
Prohibits insurer from canceling or raising premiums on policies of fire insurance by more than three percent if insured's property is located within wildland-urban interface or insured's primary employment or economic or business activity is farming or resource extraction. Specifies exceptions. Requires Department of Consumer and Business Services to determine by rule how to measure employment or economic or business activity for purposes of qualifying for limitations on cancellations and policy increases. Takes effect on 91st day following adjournment sine die.
Exempts receipts from sales of prescription drugs by a pharmacy from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
Directs State Parks and Recreation Department to conduct study to determine feasibility of authorizing use of electric assisted bicycles on public trails that allow for use of nonmotorized bicycles. Requires department to report results of study to appropriate committee or interim committee no later than October 31, 2023. Sunsets January 2, 2024. Declares emergency, effective on passage.
Directs Oregon Health Authority to establish toll-free pregnancy resources hotline to provide information and assistance to pregnant persons seeking abortions in this state. Defines "medical emergency" for purposes of determining when abortion is medically necessary. Prohibits performance of abortion unless pregnant person consulted with pregnancy resources hotline at least 48 hours prior to procedure. Creates exception. Directs authority to conduct annual records audits to ensure compliance with provisions of Act. Creates penalty for noncompliance of $5,000 for each separate violation. Exempts specified records and information from public disclosure. Creates exceptions.
