Establishes December 21, 2017, connection date for Internal Revenue Code sections governing bonus depreciation and deduction of net business interest. Allows full bonus depreciation in first year of service and provides for addition in later year of excess amounts subtracted from federal taxable income. Applies to tax years beginning on or after January 1, 2023, and to property placed in service on or after January 1, 2023. Allows deduction of certain net business interest without limitation. Applies to tax years beginning on or after January 1, 2023. Takes effect on 91st day following adjournment sine die.
Directs Department of Education to conduct study to identify sources of funding to pay for costs of establishing secure, single point of entry for each public school. Directs department to submit report to interim committee of Legislative Assembly no later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.

Requires Oregon Department of Administrative Services to reimburse counties for costs of pretrial incarceration of persons charged with felonies. Appropriates moneys to department for reimbursement.
Proposes amendment to Oregon Constitution to require not guilty criminal jury verdicts in circuit court to be unanimous. Refers proposed amendment to people for their approval or rejection at next regular general election.
Appropriates moneys from General Fund to Department of Transportation for grants to erect and maintain livestock safety fencing along portions of state highway where there is high risk of conflict between traveling public and livestock. Declares emergency, effective July 1, 2023.
Prohibits Environmental Quality Commission and Department of Environmental Quality from adopting or enforcing rules or standards related to motor vehicle fuels or emissions unless authorized by Legislative Assembly by law enacted on or after effective date of Act.
