Relating to distillery retail outlet agents.

Establishes rates of compensation to be paid by Oregon Liquor Control Commission to distillery retail outlet agent for distilled liquor retail sales by agent. Sunsets rates January 2, 2025. Increases expenditure limit for Oregon Liquor Control Commission payment of expenses, from moneys other than lottery funds or federal funds for biennium ending June 30, 2021, for purpose of paying distillery retail outlet agent compensation.

Relating to use of campaign funds.

Authorizes political contributions received by candidate, principal campaign committee of candidate or principal campaign committee of holder of public office to be used to defray both health insurance premiums for candidate or holder of public office and members of household of candidate or holder of public office and caregiving expenses for relative of candidate or holder of public office. Limits period when political contributions may be used for these purposes to when candidate or holder of public office is campaigning for public office.

Relating to expansion of urban growth boundaries to accommodate affordable housing.

Authorizes Department of Land Conservation and Development to approve local governments' plans for urban growth boundary expansion areas that will accommodate affordable housing. ] Extends Department of Land Conservation and Development reporting requirements on affordable housing pilot program through 2024. Requires 2022 report to include specified information regarding expansion of pilot statewide. Sunsets affordable housing ] pilot program on January 2, 2024 ] 2028 .

Relating to alcoholic beverages; and declaring an emergency.

Removes limit on number of full on-premises sales licenses that distillery licensee may hold. Removes minimum alcohol percentage requirement for distilled liquor. Expands types of documents qualifying as acceptable proof of age for purchaser of alcoholic beverages.

Relating to mixed-use housing within employment lands.

Allows city with population greater than 75,000 not within metropolitan service district to adopt changes to its comprehensive plan and land use regulations authorizing mixed-use housing within up to 40 acres of lands zoned for employment uses. Requires submission of adopted changes to Land Conservation and Development Commission for review. Sunsets January 2, 2024.
