Relating to unlawful threats.

Creates crime of unlawfully threatening a school or place of worship. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both, or five years' imprisonment, $125,000 fine, or both, if defendant has certain prior convictions at time of offense.

Relating to emergency medical services providers; declaring an emergency.

Requires Oregon Health Authority, upon receipt of federal approval, to assess fee on emergency medical services providers and use fee to reimburse costs of emergency medical services transports. Authorizes Medicaid supplemental reimbursements to be paid in addition to reimbursements paid by coordinated care organizations for emergency medical services transports. Declares emergency, effective on passage.

Relating to prescription drugs prescribed by veterinarians; prescribing an effective date.

Requires veterinarians to register with prescription monitoring program established by Oregon Health Authority. Requires pharmacies that dispense prescription drugs prescribed by veterinarians to report dispensation to prescription monitoring program. Allows Oregon State Veterinary Medical Examining Board to adopt rules in consultation with authority. Becomes operative January 1, 2021. Takes effect on 91st day following adjournment sine die.

Relating to prescription drug coverage.

Requires health insurance policies that have prescription drug benefit to cover cost of drugs prescribed for urgent medical conditions and cost of drugs prescribed and dispensed by pharmacists within their scope of practice, including cost of pharmacists' consultation fees associated with prescribing and dispensing drugs. Prohibits specified entities that reimburse cost of prescription drugs from requiring step therapy or prior authorization for antiretroviral drugs.
