Directs Department of Education to establish voucher program for students of this state. Establishes Department of Education Voucher Account. Continuously appropriates moneys to Department of Education for payment of department's expenses under program. Establishes Treasurer Voucher Account. Continuously appropriates moneys to State Treasurer for payment of treasurer's expenses under program. Establishes Oregon Voucher Account within State School Fund. Continuously appropriates moneys to Department of Education for purpose of making transfers under program. Declares emergency, effective on passage.

Prohibits public institution of education or educational employee from requiring, compelling, coercing or otherwise directing student to acknowledge, affirm, declare, confess, state or in any way act in accordance with belief that any race, ethnicity, color, sex, gender, religion or national origin is inherently superior or inferior to another, that individual may be discriminated against or treated in different manner on basis of individual's membership in particular group or classification, or that any individual, by virtue of individual's membership in particular group or classification, endorses, benefits uniquely from or is inherently responsible for actions that other individuals with membership in same group or classification have taken. Prohibits public institution of education from providing, withholding or conditioning grading, academic credit or other educational benefits on basis of student's compliance with prohibited actions. Prohibits distinguishing between, classifying or assigning benefits or detriments to student on basis of student's membership in particular group or classification. Prohibits using public moneys for prohibited purposes. Permits any person to bring action to enjoin educational employee or public institution of education from taking prohibited action. Declares emergency, effective on passage.

Directs Water Resources Department to review water measurement data collection, retention, use and reporting and report to committee or interim committee of Legislative Assembly related to water on or before September 15, 2022. Sunsets January 2, 2023.

Allows school district with remote small high school to use moneys received under High School Graduation and College and Career Readiness Act on existing career and technical education programs. Declares emergency, effective on passage.

Establishes Individual Development Account Fund. Continuously appropriates moneys in fund to Housing and Community Services Department to support fiduciary organizations' development of individual development accounts. Modifies individual development account program and decouples program from sunset tax credit program. ] Appropriates moneys to the fund. ] Extends and modifies tax credits for donations for individual development accounts. Applies to tax years beginning on or after January 1, 2022, and before January 1, 2028. Modifies individual development account program.

Permits municipality or Department of Consumer and Business Services to contract with person to administer and enforce building inspection program and act as building official.

Prohibits public body from issuing COVID-19 vaccine passport. Prohibits person or public body from requiring individual to state or document vaccination against or immunity to COVID-19 in order to access certain amenities. Prohibits person or public body from requiring individual to wear face covering if individual does not state or document vaccination against or immunity to COVID-19 in order to access certain amenities. Declares emergency, effective on passage.

Creates Land Use and Wildfire Policy Advisory Committee. Sunsets advisory committee July 1, 2022. Requires State Forestry Department, Oregon State University and Department of Land Conservation and Development to conduct study of regional wildfire risk within state. Requires departments and advisory committee to report to interim committee of Legislative Assembly no later than February 1, 2022, regarding possible means for implementing final recommendations produced by Governor's Council on Wildfire Response. Requires inclusion of regional wildfire risk information in report. Authorizes assignment of council to assist state and local agencies and officials regarding implementation of wildfire risk reduction programs. Requires council to report to Legislative Assembly no later than October 31, 2021, with detailed recommendations regarding sustainable financing model for funding comprehensive wildfire strategy. Requires State Department of Energy to commission study of feasibility of using materials from wildfire fuel reduction projects for renewable energy generation. Requires appointment of advisory committee to assist with study. Requires study to be completed by January 15, 2022. Appropriates moneys to Department of Land Conservation and Development, State Forestry Department, Oregon State University and State Department of Energy for 2021-2023 biennium to carry out Act. Declares emergency, effective on passage.

Directs Department of Human Services to establish and administer program to provide moneys for third-party child care for child in foster home.

Prohibits counties from establishing minimum lot size of more than one acre for residential zoned land.
