Allows student subjected to substantiated act of harassment, intimidation, bullying or cyberbullying to request transfer to another school. Requires school district to grant transfer to another school in school district or to provide written consent to attend school in another school district. Requires school district to provide transportation for student who transfers schools. Declares emergency, effective July 1, 2019.

Directs Housing and Community Services Department to conduct study to estimate amount of additional homeless shelter capacity necessary in each county and cost of building or acquiring such capacity. Directs department to submit report on findings to Legislative Assembly by January 1, 2021.
Requires State Board of Forestry to transfer ownership of former county forestland back to county, upon request, if former county forestland is 10 percent or less of all former county forestland owned by board.
Eliminates option of members of individual account program of Public Employees Retirement System to receive distributions as installment payments upon retirement. Requires members retiring on or after January 1, 2021, to receive distributions as lump sum.
