For purposes of qualifying for enterprise zone benefits, expands definition of "eligible business firm" to include business firm engaged in providing services to general public as medical clinic, health care facility, substance abuse treatment provider or alcohol or drug rehabilitation center.

Requires Oregon Health Authority to administer program to provide matching grants to registered sobering facilities. Appropriates moneys from General Fund to authority for grants. Declares emergency, effective July 1, 2019.

Establishes new subaccount within State Forestry Department Account. Requires State Forestry Department to deposit revenue received as result of Good Neighbor Authority Agreement project to subaccount. Restricts use of subaccount moneys to support of Good Neighbor Authority Agreement goals.

Requires reporting of physical sexual harassment by legislative officials and registered lobbyists. Specifies procedure for reporting. Punishes failure to report by maximum of $2,000 fine. Creates crime of false reporting of harassment. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Creates crime of unlawful interference with a harassment investigation. Provides that public servant commits crime of official misconduct in the first degree if public servant knowingly harasses or annoys another person by subjecting other person to certain offensive physical contact. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both.

Authorizes Oregon Business Development Department to make loans and ] award matching grants to membership organizations and business accelerators in outdoor recreation ] gear and apparel industry. Declares emergency, effective on passage. ].

Creates income tax credit for attendance by taxpayer dependent of private school, home school or virtual public charter school. Applies to tax years beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.

Appropriates to Department of Education for deposit in High School Graduation and College and Career Readiness Fund amount prescribed to be deposited under High School Graduation and College and Career Readiness Act (Ballot Measure 98 (2016)). Declares emergency, effective July 1, 2019.

Changes calculation of final average salary for purposes of Public Employees Retirement System to use five years of salary instead of three years, for salary paid on and after January 1, 2020. Directs Public Employees Retirement Board to recalculate employer contribution rates to reflect savings attributable to Act. Provides for expedited review of Act by Supreme Court upon petition by adversely affected party.

Proposes amendment to Oregon Constitution to require Legislative Assembly, in each odd-numbered year regular session, to appropriate moneys to fund public education before passing any other budget measure. Refers proposed amendment to people for their approval or rejection at next regular general election.

Redirects employee contributions made by member of system from individual account program to account to be used to pay for member's pension or other retirement benefits accrued on or after January 1, 2020. For years beginning in 2020, caps at $100,000 annual salary used to calculate final average salary for purposes of Public Employees Retirement System. Directs Public Employees Retirement Board to recalculate employer contribution rates to reflect savings attributable to Act. Provides for expedited review of Act by Supreme Court upon petition by adversely affected party.
