Authorizes Department of Land Conservation and Development to approve local governments' plans for urban growth boundary expansion areas that will accommodate affordable housing. ] Extends Department of Land Conservation and Development reporting requirements on affordable housing pilot program through 2024. Requires 2022 report to include specified information regarding expansion of pilot statewide. Sunsets affordable housing ] pilot program on January 2, 2024 ] 2028 .

Commemorates centennial of Oregon's ratification of Nineteenth Amendment to United States Constitution and honors those who led woman suffrage campaign in Oregon.

Commemorates 100th anniversary of federal Rehabilitation Act and celebrates success of vocational rehabilitation in supporting Oregonians with disabilities to join workforce.

Allows city with population greater than 75,000 not within metropolitan service district to adopt changes to its comprehensive plan and land use regulations authorizing mixed-use housing within up to 40 acres of lands zoned for employment uses. Requires submission of adopted changes to Land Conservation and Development Commission for review. Sunsets January 2, 2024.

Modifies requirements for school to qualify as small high school for purposes of State School Fund distributions. Declares emergency, effective July 1, 2019.

Modifies definition of "exempt prohibited individual." Prohibits permanently from providing child care individuals who have been subject of substantiated report of child abuse in which victim suffered serious harm or death and individuals who are required to report as sex offenders. Requires certain individuals who have been subject of founded or substantiated report of child abuse to apply and be enrolled in Central Background Registry prior to providing certain types of care. Modifies definition of "subject individual." Authorizes Office of Child Care to impose civil penalty and file for injunctive relief if subject individual has not applied to and been enrolled in Central Background Registry and the individual provides child care or has child in individual's care. Declares emergency, effective on passage.

Requires cities with population greater than 10,000 or within Metro to allow duplexes in lands zoned for single-family dwellings within urban growth boundary. Requires Metro counties and cities and cities with population greater than 25,000 to allow middle housing in lands zoned for residential uses within urban growth boundary. Requires Land Conservation and Development Commission to draft model ordinances. Requires cities and counties to amend their comprehensive plan and land use regulations to conform with requirements or to directly apply model ordinance developed by commission. Appropriates moneys to Department of Land Conservation and Development to provide technical assistance to local governments in implementing middle housing regulations and to plan improvement of urban services supporting middle housing. Requires local governments to support density expectations with findings when updating regulations to accommodate housing need. Requires cities to include number of permits issued and units produced of accessory dwelling units and middle housing in report to Department of Land Conservation and Development. Requires Department of Consumer and Business Services to establish alternate approval standards for low-rise middle housing conversions. Requires department to report on rules and standards to an interim committee of the Legislative Assembly by January 1, 2020. Prohibits enforcement of new restrictions that would prohibit the construction of middle housing in governing documents for planned communities or instruments conveying ] affecting title to real property. Prohibits conditioning approval of accessory dwelling unit within urban growth boundary on off-street parking availability or owner occupancy. Declares emergency, effective on passage.

Directs Department of Education to coordinate with Oregon FFA Association to increase student achievement and improve college preparation and career placement for students enrolled in agricultural education courses. Directs department to establish grant program for purpose of funding extended duty contracts to allow school district personnel to manage agricultural science and technology programs of study during summer months. Declares emergency, effective July 1, 2019.

Provides that U.S. Highway 26 shall also be known as POW/MIA Memorial Highway.

Requires that for person who completes prior educational requirements to participate in Oregon Promise program while confined in correctional facility, six-month period to enroll in courses to participate in program begins after person is first released from correctional facility. Authorizes Higher Education Coordinating Commission to waive requirement that person enrolled in program must enroll in sufficient number of credit hours to be considered at least half-time student, under specified circumstances.
