Relating to school sexual harassment policies; and prescribing an effective date.

Requires specified information to be shared with student , or ] staff member or certain person following conclusion of investigation related to sexual harassment. Directs State Board of Education to adopt requirements for school district policies on sexual harassment by staff members and students of persons who are on or immediately adjacent to school grounds, at any school-sponsored activity, on school-provided transportation or at any official school bus stop. Takes effect July 1, 2018.

Relating to veterans; and prescribing an effective date.

Directs Department of Veterans' Affairs to develop written material regarding apprenticeship opportunities and provide material to certain agencies, county veterans' service officers and veterans' organizations for distribution to veterans. Directs department to provide annual training to county veterans' service officers and veterans' organizations regarding apprenticeship programs and federal and state education benefits. Takes effect on 91st day following adjournment sine die.

Relating to damages for civil causes of action that take into account race or ethnicity of plaintiff.

Prohibits fact finder from determining plaintiff's damages for civil cause of action using calculation for projected future earning potential of plaintiff that takes into account race or ethnicity of plaintiff. ] Makes calculation of projected future earning potential of plaintiff that takes into account race or ethnicity of plaintiff inadmissible in civil action. Directs court to instruct jury in civil action involving claim for projected future earnings that jury may not consider race or ethnicity of plaintiff.

Relating to civil forfeiture proceeds; and declaring an emergency.

Distributes civil forfeiture proceeds to scholarship program for family members ] children of deceased or disabled public safety officers. Modifies criteria for scholarship program. Applies to applications for scholarships submitted on or after July 1, 2018. Declares emergency, effective on passage.

Relating to the offense of driving a motor vehicle while using a mobile electronic device; and declaring an emergency.

Modifies definitions, exceptions and affirmative defenses applicable to offense of driving a motor vehicle while using a mobile electronic device. Provides that enhanced classification of offense may only be based on prior conviction occurring on or after July 1, 2018. Creates procedure by which person convicted of enhanced offense based on prior conviction occurring prior to July 1, 2018, may request that court redetermine classification of offense. Takes effect July 1, 2018. ] Declares emergency, effective on passage.

Relating to bonds.

Requires school district to obtain approval from Department of Education before entering into funds diversion agreement for payment of debt service on pension obligation bonds. Provides that department may not approve funds diversion agreement unless annual debt service on pension obligation bonds of school district is no greater than 25 percent of state school moneys available to school district in current fiscal year, or if state school moneys available to school district constitute less than 25 percent of funding for school district in current fiscal year. Requires State Treasurer to provide relevant data to department. Becomes operative July 1, 2020.

Relating to state airports.

Establishes standards for expansion of state airport on land zoned for exclusive farm use. Directs Oregon Homeland Security Council to prioritize state airports for resiliency investments.
