Relating to fostering coexistence with beavers; prescribing an effective date.

Establishes the Landowners Living with Beavers Grant Program Subaccount in the Oregon Conservation and Recreation Fund. Authorizes the State Department of Fish and Wildlife to award block grants from the subaccount under the Landowners Living with Beavers Grant Program, on recommendations from the Oregon Conservation and Recreation Advisory Committee. Directs the department and the committee to jointly report on the grant program to committees or interim committees of the Legislative Assembly related to the environment on or before September 15, 2027. Appropriates moneys from the General Fund to the department for deposit in the subaccount for purposes related to the grant program. Takes effect on the 91st day following adjournment sine die.

Relating to wildlife.

Directs the State Department of Fish and Wildlife to establish a Wildlife Stewardship Program. Directs the department to administer a grant program to support licensed wildlife rehabilitation centers. Appropriates moneys to the department, out of the General Fund, for purposes of the grant program.

Relating to behavioral health treatment.

Establishes the Emergency Behavioral Health Services for Children program in the Oregon Health Authority to promote timely delivery of behavioral health services to children who present to hospital emergency departments in behavioral health crises. Directs the authority to implement up to three pilot programs in three regions with one hospital per region willing to be a Regional Child Psychiatric Center. Allows a center to also open a Child Psychiatric Emergency unit within the pilot region with funding provided by the authority. Sunsets the pilot program on January 2, 2032.

Relating to youth behavioral health services; declaring an emergency.

Directs the Oregon Health Authority to establish a thriving youth pilot program to provide substance use prevention education through comprehensive out-of-school programming and access to specialized mental or behavioral health services to youth in 20 counties in this state. Requires the authority to submit an interim report on the outcomes of the pilot program and a report on the feasibility of extending the pilot program. Sunsets the pilot program on January 2, 2029. Declares an emergency, effective on passage.

Relating to energy.

Requires the State Department of Energy to coordinate with other organizations, conduct outreach, establish a statewide navigation and support system , identify and address gaps and overlaps between programs and provide information in multiple languages, as part of the department's single resource for providing information and assistance related to available energy efficiency incentives and programs. Requires the department , to the greatest extent possible, to create a statewide clearinghouse for energy and energy efficiency incentive programs that uses a single, universal application form and application process. Requires the department to coordinate with and encourage other incentive and program providers to participate in the statewide clearinghouse. Requires entities to use best practices to maintain the confidentiality and security of information and data as required by law.

Relating to energy procurement.

Requires the State Department of Energy, in collaboration with the Public Utility Commission, to study the benefits of a central energy procurement policy. Directs the department to submit findings to the interim committees of the Legislative Assembly related to energy not later than September 15, 2026. Sunsets on January 2, 2027.

Relating to regulating sales of admission tickets to entertainment events.

Prohibits knowingly or intentionally selling or offering for sale admission tickets that a person obtains by using software that is designed to circumvent, thwart, interfere with or evade a control or measure, including a security measure or an access control system, that an operator, ticket seller or reseller establishes or uses to ensure an equitable distribution, sale or resale of admission tickets for an entertainment event. Prohibits a reseller from selling or offering for resale an admission ticket unless the reseller has actual or constructive possession of the admission ticket and makes certain disclosures before completing the sale. Punishes violations of the Act as an unlawful practice under the Unlawful Trade Practices Act.
