Appropriates moneys from General Fund to Department of Education for State School Fund. Limits biennial expenditures from lottery moneys allocated to department for State School Fund. Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by department for State School Fund. Specifies amounts department may spend for certain purposes from State School Fund. Transfers moneys from State School Fund to Local Option Equalization Grants Account. Declares emergency, effective July 1, 2023.

Relating to the authority of a political subdivision to impose income tax; prescribing an effective date.

Requires political subdivision that imposes income tax to conform to statutory provisions governing determination of net income. Repeals authority of metropolitan service district to impose income tax. Applies to ordinance imposing local tax that has not received approval of electors of political subdivision before January 1, 2024. Takes effect on 91st day following adjournment sine die.
