Relating to participation in athletics according to biological sex.

Requires each athletic association, conference or organization with authority over intercollegiate sports, post-secondary institution of education and school district to designate athletic competitions and extracurricular sports according to biological sex. Prohibits biological males from participating in athletic competitions or extracurricular sports designated for biological females. Requires academic entities to designate bathrooms and locker rooms for exclusive use by either persons of the male biological sex or persons of the female biological sex. Except as provided under written policies for coaches, trainers and other authorized persons, prohibits persons of the male biological sex from entering or using bathrooms or locker rooms designated for use by, or in use by, persons of the female biological sex and prohibits persons of the female biological sex from entering or using bathrooms or locker rooms designated for use by, or in use by, persons of the male biological sex. Provides causes of action for students, post-secondary institutions of education and school districts.

Relating to infants born alive.

Requires a health care practitioner to exercise the proper degree of care to preserve the health and life of a child born alive, regardless of whether the birth was the result of an induced abortion. Allows specified persons to bring an action against a health care practitioner for violations. Allows the court to order that the identity or personally identifiable information of specified persons is protected from disclosure.

Relating to incentives for beginning agricultural operators; declaring an emergency.

] Establishes a beginning farmer and rancher incentive program in the State Department of Agriculture. Requires the department to establish types of incentives to provide to beginning farmers and ranchers. Establishes the Beginning Farmer and Rancher Incentive Fund. Continuously appropriates moneys in the fund to the department for purposes of the incentive program. Appropriates moneys for deposit into the fund. Declares an emergency, effective on passage.

Relating to veterans; declaring an emergency.

] [ Requires an appropriation to ] Declares that it is the goal of the Legislative Assembly to fund the Department of Veterans' Affairs [ from the General Fund to be ] in an amount that is not less than $10,000,000 , from the General Fund, in 2015 dollars, adjusted for inflation. Requires the Director of Veterans' Affairs to add additional full-time positions within the department. Creates in the department the position of Veterans Employment Coordinator. [ Allows the director to appoint a deputy director, subject to approval by the Governor. ] Requires the director [ and deputy director ] to be a veteran who has received a discharge or release under other than dishonorable conditions. Allows the director to appoint a deputy director, subject to approval by the Governor. Directs the department to develop and implement one or more pilot programs for suicide prevention and workforce training and preparation. Allows moneys in the Veterans' Services Fund to be used for the pilot programs. [ Requires the Department of Transportation to accept, for issuing a driver license, an identification card issued by the United States Department of Defense or the United States Department of Veterans Affairs. ] Directs the director to distribute moneys appropriated for county veterans' service officer programs on a quarterly basis. Directs the department to provide a report on the quarterly distribution process. Changes who is allowed to request county veteran discharge records. Increases from $5,000 to $10,000, the cap on the individual grant amount that is allowed under the Veteran Educational Bridge Grant Program. Directs the Department of Veterans' Affairs to work with the Oregon Criminal Justice Commission and the Judicial Department to develop a plan for establishing and maintaining a veterans' court in each county or judicial district. Declares an emergency, effective July 1, 2025.

Relating to wildfire; declaring an emergency.

Repeals provisions related to building code standards for wildfire hazard mitigation, defensible space requirements, fire protection for lands outside forest protection districts and the wildfire hazard map. Relating to animals; declaring an emergency.

Prohibits a research facility from using public funds to directly fund medically unnecessary laboratory research on dogs or cats that is classified under certain pain and distress categories. Prohibits a person from conducting research or testing on nonhuman primates at the Oregon National Primate Research Center. Establishes the Task Force on Planning the Elimination of Research on Nonhuman Primates. Directs the task force to draft a plan for eliminating the breeding of, and research on, nonhuman primates at the Oregon National Primate Research Center. Exempts the task force from public meetings law requirements. Sunsets the task force in 2041.

Relating to tax credits for crop donation; prescribing an effective date.
