Imposes assessment on large employers with employees who receive or who have minor children who receive certain types of public assistance in this state, in amount equal to public assistance paid. Requires that moneys collected are used to support programs for low-income individuals and families. Makes refusal to hire recipient of public assistance or adverse employment action against recipient of public assistance unfair employment practice. Applies to tax years beginning on or after January 1, 2022.

Requires state agencies to post notice on agency website before restricting or closing site on state public lands where public may access lands for recreational use of floatable natural waterway. Requires state agencies to report on certain activities related to public access sites. Requires Department of Transportation to notify certain agencies of recommendation to fund bridge project under draft Statewide Transportation Improvement Program. Authorizes agencies to make certain recommendations to department regarding public access sites. Requires department to make certain considerations regarding public access sites near proposed bridge project. Takes effect on 91st day following adjournment sine die.
Specifies certain presumptions as to cause of ] compensability of covered employee's claim of benefits under workers' compensation law for death, disability or impairment of health of fire service professional, public safety personnel or employee of public or private safety agency with duties related to firefighting, police, ambulance or emergency medical services in claim for benefits related to occupational disease under workers' compensation law ]. Specifies standard of evidence necessary for rebuttal of presumption. Provides that insurer or self-insured employer may later deny compensability of claim if exposure to trauma ceases being of real importance or great consequence in causing disability, impairment of health or need for treatment. Defines "covered employee." Takes effect on 91st day following adjournment sine die.
Permits community colleges to offer applied baccalaureate degree programs under specified conditions and upon receiving approval from Higher Education Coordinating Commission.
Modifies allowed and prohibited uses of restraint of students by public education programs. Prescribes reporting requirements for use of restraint or seclusion. Declares emergency, effective July 1, 2019.
Makes period of absence for donation of body part, organ or tissue "serious health condition" for which family leave may be taken. Makes unlawful for insurer that offers life insurance, health insurance or long term care insurance to discriminate against or decline or limit insurance coverage for insurance applicant or insured who is living donor of body part, organ or tissue, or to prohibit applicant or insured from donating body part, organ or tissue as condition of receiving or continuing to receive coverage.
