Relating to program providing financial assistance to recipients who receive supplemental nutrition assistance; declaring an emergency.

Requires Department of Human Services to adopt by rule ] contract with nonprofit organization to implement and administer program that provides financial assistance ] to assist recipients of supplemental nutrition assistance for ] in purchasing locally grown fruits and vegetables from participating ] farmers' markets, farm share sites and retail outlets that participate in program . Requires program match amounts that recipient spends on certain eligible foods. ] Appropriates moneys from General Fund to department to be distributed to nonprofit organization that has contracted with department to implement and administer program and match amounts that recipient spends on certain eligible foods . Sunsets January 2, 2022. Declares emergency, effective on passage.

Relating to primary care providers.

Requires insurer that credentials one primary care provider who is part of medical group to credential all primary care providers in same medical group if they are licensed or certified and in good standing with their licensing boards. Requires insurer to reimburse all primary care providers within medical group at same rate unless variance is based on published performance standards. Defines "primary care" and "primary care provider."

Relating to firearm safety requirements; declaring an emergency.

Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container except in specified circumstances. Punishes violation by maximum of $500 fine. If minor obtains unsecured firearm as result of violation, punishes by maximum of $2,000 fine. Provides that person who does not secure firearm as required is strictly liable for injury to person or property within four years after violation. Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container when transferring firearm except in specified circumstances. Punishes violation by maximum of $500 fine. Provides that person who transfers firearm without securing firearm is strictly liable for injury to person or property within four years after violation. Requires person to report loss or theft of firearm within 24 hours of time person knew or should have known of loss or theft. Punishes violation of requirement by maximum of $1,000 fine. Requires person transferring firearm to minor to directly supervise minor's use of firearm unless minor is owner of firearm. Provides that person who does not supervise minor as required is strictly liable for injury to person or property caused by minor's use of firearm. Directs Attorney General to specify by rule minimum specifications for trigger and cable locks and locked containers required by Act. Declares emergency, effective on passage.

Relating to loans for agricultural projects; declaring an emergency.

Limits application fee payable by beginning farmer for loan under Beginning and Expanding Farmer Loan Program to $100. Requires total amount of all fees paid by beginning farmer or bond purchaser to be paid by beginning farmer at loan closing. Provides that all fees combined may not exceed one percent of face value of bond or be less than $500. Permits loan fee to be financed with bond proceeds or included in purchase price agreed to in sales contract. Declares emergency, effective on passage.

Relating to Oregon Project Independence.

Repeals limitations on eligibility of persons who are 18 years of age or older who have physical disabilities to receive benefits from Oregon Project Independence.

Relating to health care; providing for revenue raising that requires approval by a three-fifths majority.

Allows individuals who do not qualify for medical assistance or premium tax credits under Affordable Care Act to enroll in coordinated care organizations by paying premiums that cover actuarial value of health services. Requires Oregon Health Authority to administer program. Imposes penalty on full-time residents of this state who are not enrolled in minimum essential coverage for nine months of each tax year. Prescribes procedures.

Relating to use of campaign funds.

Explicitly authorizes political contributions received by candidate, principal campaign committee of candidate or principal campaign committee of holder of public office to be used to defray caregiving expenses for relative of candidate or office holder if expenses would not exist without campaign activity or holding of public office.
