Prohibits sale of mattress or children's product that incorporates or bears specified chemicals unless person affixes or attaches warning to mattress or children's product ] fire-retardant chemical in concentrations of more than one-tenth of one percent by mass . Defines "fire-retardant chemical." Punishes violation with civil penalty of $1,000 for first violation and $2,500 for each subsequent violation. Takes effect on 91st day following adjournment sine die.

Makes various changes to workers' compensation laws of this state. ] Provides that diagnostic services are compensable under workers' compensation law after industrial accident or occupational disease has been determined to be compensable and if diagnostic services are reasonable and necessary to identify nature or extent of medical condition that may be related to industrial accident or occupational disease. Specifies certain limitations. Provides that employer bears burden of proof in denial of coverage that otherwise compensable condition is no longer major contributing cause of need for treatment and disability of combined condition. Allows individuals who do not qualify for medical assistance or premium tax credits under Affordable Care Act to enroll in coordinated care organizations by paying premiums that cover actuarial value of health services. Requires Oregon Health Authority to administer program. ] Requires Oregon Health Authority to develop plan for Medicaid Buy-In program or public option for Oregon residents who do not have access to health care. Specifies requirements for plan. Requires authority to report plan to Legislative Assembly by May 1, 2020. Requires that report include recommendations for legislative changes necessary to implement plan and any federal approval that will be required to implement plan.
