Requires private landowner to agree or decline to negotiate if water utility requests to negotiate acquisition by purchase or agreement of conservation easement, for purpose of protecting drinking water, over real property owned by private landowner. Provides that, if private landowner declines to negotiate or agrees to negotiate but declines offer made by water utility, Oregon Health Authority may exercise power of eminent domain to acquire conservation easement. Takes effect on 91st day following adjournment sine die.

Adds exposure to or infection by SARS-CoV-2 to definition of occupational disease for purposes of workers' compensation. Specifies presumptions as to compensability for occupational disease or occupational injury that apply to subject worker's death, disability, impairment of health, loss of work time and expenses of medical treatment or services, including diagnostic or preventive medical treatment or services, as result of exposure to SARS-CoV-2 or COVID-19. Declares emergency, effective on passage.

Requires original equipment manufacturer to make available to owner of originated equipment or independent repair provider on fair and reasonable terms any part, tool, documentation or other device or implement that original equipment manufacturer makes available to authorized repair provider for purpose of diagnosing, maintaining or repairing originated equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to recover damages for violation of provisions of Act. Takes effect on 91st day following adjournment sine die.

Directs Oregon Business Development Department to develop and implement program to award grants to operators of movie theaters closed to public due to public health restrictions related to COVID-19. Appropriates moneys from General Fund to department for purposes of grant program. Declares emergency, effective July 1, 2021.

Modifies allocation formula for grants to children's advocacy centers. Establishes Child Abuse Assessment Account within State Treasury for purpose of grant program for children's advocacy centers. Appropriates moneys from General Fund to Department of Justice for purpose of funding program. Limits biennial expenditures by department for grant program from Child Abuse Assessment Account. Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Takes effect on 91st day following adjournment sine die.

Appropriates moneys from General Fund to Department of Human Services to award grants to refugee resettlement agencies to provide specified services to refugees. Declares emergency, effective July 1, 2021.

Directs Bureau of Labor and Industries to study and make recommendations for establishing child care apprenticeship programs to expand child care workforce. Requires bureau to submit report on findings to interim committee of Legislative Assembly by January 1, 2023. Sunsets January 2, 2023.

Prohibits candidate or principal campaign committee of candidate from expending campaign moneys for professional services rendered by certain businesses required to be listed on candidate's statement of economic interest. Creates exceptions.

Requires Secretary of State to establish electronic filing system to allow candidates for nomination or election to county or city office held at primary or general election to file portrait and statement electronically with secretary if candidate cannot have portrait and statement printed in county voters' pamphlet. Requires Secretary of State to post candidate portrait and statements on website. Requires applicable state voters' pamphlets and county voters' pamphlets to include list of all offices whose candidates may post portraits and statements on Secretary of State's website and website address where portraits and statements will be posted.

Requires Department of Revenue to submit to Legislative Revenue Officer information from Oregon tax returns about certain corporations doing business in Oregon. Requires Legislative Revenue Officer to make information available in public report. Specifies information that must be included in report. Requires initial submission by department of information not later than December 1, 2021, for 2019 tax year. Takes effect on 91st day following adjournment sine die.
