Relating to campaign finance.

Requires Secretary of State to randomly select for examination accounts of political committees. Requires that examinations occur four times per calendar year and determine whether committee accurately and timely complied with filing requirements during three months immediately preceding examination. Permits Secretary of State or Attorney General, upon reasonable suspicion of violation, to examine accounts of person, political committee or petition committee being investigated as result of elector filing complaint alleging violation of election law or rule.

Relating to substance use; declaring an emergency.

Establishes Addiction Crisis Recovery Fund. Prescribes uses of fund. Establishes Office of Intervention and Engagement in Oregon Health Authority to oversee expansion of substance use disorder treatment and peer services. Establishes Office of Behavioral Health Workforce Development in Oregon Health Authority to oversee recovery workforce development. ] Requires Oregon Health Authority to increase payments for reimbursement to addiction treatment providers for services provided to medical assistance recipients. ] Requires Oregon Health Authority to study optimum minimum pricing of malt beverages, wine and cider to allow consumer access and discourage overconsumption. Requires report to interim committee of Legislative Assembly related to health by November 30, 2021. Sunsets January 1, 2022. ] Establishes Task Force on Substance Use to study alcohol tax and pricing mechanisms to reduce substance use in this state. Requires report to interim committee of Legislative Assembly related to behavioral health no later than February 1, 2022. Sunsets December 31, 2022. Declares emergency, effective on passage.

Relating to legal services for adults in custody; declaring an emergency.

Extends sunset of pilot program for provision of legal services to adults in custody serving sentences at Coffee Creek Correctional Facility. Appropriates moneys from General Fund, for biennium beginning July 1, 2021, to Oregon Criminal Justice Commission for purposes of funding program. Declares emergency, effective July 1, 2021.

Relating to statements of economic interest.

Requires statement of economic interest to include certain information about sources of income for business in which public official or candidate, or member of household of public official or candidate, is officer, holds directorship or does business under if source of income has legislative or administrative interest and 10 percent or more of total gross annual income of business comes from that source of income.

Establishes Small Donor Elections Program to enable candidates for office of state Representative and state Senator to receive 6-to-1 match on small dollar donations. Limits matching funds. Takes effect on 91st day following adjournment sine die.

Relating to campaign finance; declaring an emergency.

Establishes Small Donor Elections Program to enable candidates for office of state Representative and state Senator to receive 6-to-1 match on small dollar donations. Limits matching funds. Allows resident taxpayers to designate contribution to Small Donor Elections Fund on income tax return form. Directs most election law penalties to Small Donor Elections Fund. Establishes limits on campaign contributions that may be accepted by candidates and political committees. ] Requires political committee to identify as caucus, measure, multicandidate, political party, recall or small donor political committee. Prohibits person from controlling more than one of each committee. ] Authorizes Secretary of State and Attorney General to require return of contribution excess of limits and impose civil penalty up to 150 percent of total amount of contribution. ] Repeals Ballot Measure 47 (2006), currently held in abeyance, which establishes limits on political campaign contributions and independent expenditures on candidate races and establishes certain campaign finance disclosure requirements. ] Becomes operative November 9, 2022. Declares emergency, effective on passage.

Relating to land division for residential development.

Allows land division to separate dwelling units for new middle housing allowed in cities. Prohibits homeowners associations or restrictive covenants from forbidding partition. Delays applicability of limits on private middle housing restrictions.

Relating to payments for workers affected by COVID-19; declaring an emergency.

Requires Department of Consumer and Business Services to develop and implement programs to make one-time payments directly to certain workers as incentive payments to return to work or as worker retention payments for workers who were frontline essential workers during first year of COVID-19 pandemic. Declares emergency, effective on passage.
