Directs Department of Education to award grants to wildfire-impacted school districts in amounts to cover funding decreases resulting from decreases in district average daily membership, as compared to 2019-2020 school year, that are caused by wildfires. Sunsets on July 1, 2025. Establishes School Stabilization Subaccount for Wildfire-impacted School Districts for purpose of awarding grants. Declares emergency, effective on passage.
Expands designated state agencies that must work with Alcohol and Drug Policy Commission and requires agencies to meet with commission quarterly to review and report on each agency's progress and to report process and outcome measures established under commission's comprehensive addiction, prevention, treatment and recovery plan. Establishes Opioid Settlement Prevention, Treatment and Recovery Fund consisting of certain funds arising from settlement agreements with opioid manufacturers and distributors resulting from litigation over opioid crisis. Creates Opioid Settlement Prevention, Treatment and Recovery Board to determine allocation of moneys from funds for treatment and prevention of substance use disorders, consistent with specified criteria. Allows person employed by health care facility to practice surgical technology if person has completed and is certified by specified apprenticeship program. Becomes operative January 1, 2023. Directs State Apprenticeship and Training Council, in coordination with Bureau of Labor and Industries, to study registered apprenticeship programs in surgical technology. Requires report to interim committee of Legislative Assembly related to health care no later than September 1, 2025. Sunsets January 1, 2026. Declares emergency, effective on passage.

Requires Health Licensing Office to issue temporary staffing agency license ] authorization to qualified applicant. Defines "temporary staffing agency." Prohibits unlicensed ] unauthorized operation of temporary staffing agency. Directs office to adopt rules regulating temporary staffing agencies. Directs office to annually evaluate specified factors and establish maximum rates that temporary staffing agency may charge for services. ] Allows temporary staffing agency to charge to entity fees and amounts associated with entity's hiring of temporary staffing agency's personnel, or pay to entity those fees or amounts associated with temporary staffing agency's hiring of entity's staff members, under specified circumstances. Exempts temporary staffing agency from regulation by Bureau of Labor and Industries. Imposes civil penalties for specified violations. Becomes operative on July 1, 2023. Directs Oregon Health Authority, in collaboration with specified stakeholders, to create report that includes at least policy proposal and certain priorities and submit report to interim committee of Legislative Assembly related to health care not later than December 31, 2022. Declares emergency, effective on passage.
Establishes COFA Dental Program in Oregon Health Authority to provide dental care to low-income citizens of Pacific Islands in Compact of Free Association who reside in Oregon. Specifies eligibility requirements for program and duties of authority in administering program. Appropriates moneys from General Fund to authority for purposes of dental program.
