Adds licensed mental health professionals , naturopathic physicians and pharmacists and certified medical laboratory scientists and medical laboratory technicians to types of providers eligible for tax credit allowed to rural medical care provider. Removes requirement of hospital consulting privileges applicable to optometrist claiming credit. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Prohibits transitional housing accommodations near schools. Prohibits use of public moneys for constructing or operating transitional housing accommodations or emergency shelters near schools.

Modifies criteria requiring Department of Human Services to file petition to terminate parental rights to include child or ward who has been removed from parent's home three times or who has been in substitute care for aggregate of 36 months.

Lowers disability threshold for property tax exemption for homestead or personal property of veterans to 10 percent. Applies to property tax years beginning on or after July 1, 2023. Takes effect on 91st day following adjournment sine die.

Appropriates moneys from General Fund to Department of Transportation to cover costs associated with Fallen Hero roadside memorial signs and veterans' recognition registration plates for biennium beginning July 1, 2023. Declares emergency, effective July 1, 2023.

Removes certain lands from definitions of buildable lands for purposes of urbanization.

Requires Department of Education to transfer funds to school districts necessary to pay for school resource officers. Requires district school boards to include in budget of school district line item for school resource officers.

Returns to Metro urban growth boundary certain land removed by Metro ordinance. Prohibits Metro from removing land from urban growth boundary without consent of county and any city in which land is located. Declares emergency, effective on passage.

Directs district school boards to adopt procedures for notifying parents of specified information. Prohibits classroom instruction on sexual orientation and gender identity, absent parental consent, before fourth grade. Requires parental consent before administering specified questionnaire or health screening form. Directs State Board of Education to adopt procedure for parents to report concerns regarding school district's implementation of requirements. Requires health care providers to notify parents of minors when minors consent to specified medical treatments without parental consent. Directs health care provider who declines to disclose information to minor's parents due to provider's concerns regarding abuse of minor to immediately report suspected child abuse. Modifies definition of "personal representative" for purposes of access to minor's protected health information to include minor's parent or legal guardian. Takes effect on 91st day following adjournment sine die.

Repeals corporate activity tax. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
