Authorizes issuance of general obligation bonds under Article XI-Q of Oregon Constitution for emergency preparedness equipment grant program. Takes effect on 91st day following adjournment sine die.
Expands crime of assault in the third degree to include causing physical injury to person working in hospital while worker is performing official duties. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Declares emergency, effective on passage.
Requires comprehensive election audit to be conducted every two years, following general election. Sets forth method for selecting auditor and details required contents of audit. Requires Oregon Health Authority to establish grant program for purpose of making grants to entities that provide services related to encouraging and assisting pregnant persons in carrying their pregnancies to term. Establishes Pregnancy Assistance Fund and continuously appropriates moneys in fund to authority for purpose of making grants. Specifies minimum biennial amount to be deposited in fund. Specifies that authority may reimburse abortions as part of state's medical assistance program only if abortion is necessary to avoid impairment of pregnant person's major bodily functions or if pregnancy is result of rape or incest. Refers Act to people for their approval or rejection at next regular general election.
Directs Department of Education to conduct study to identify costs and possible funding sources to improve school safety. Directs department to submit report to interim committee of Legislative Assembly no later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.
Creates income tax credit for child care workers employed in rural areas. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.

Provides that compensation for loss or injury to livestock or working dogs under wolf depredation compensation and financial assistance grant program must be based on multiplier of not more than seven times fair market value of livestock or working dogs and recommendation of county advisory committee.
