Increases total amount allowed in tax year to all taxpayers as tax credits for donations to fiduciary organizations for distribution to individual development accounts. Increases maximum percentage of taxpayer donation for which credit may be allowed. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2022. Updates and makes technical corrections to statutes governing individual development accounts. Takes effect on 91st day following adjournment sine die.

Increases civil penalty for violations of fireworks laws to be minimum of $500 and maximum of $5,000. Provides for payment of reward if civil penalty results from violation first reported by member of public.

Appropriates moneys from General Fund to Oregon Department of Administrative Services for distribution to Tucker Maxon School to provide financial aid to students with hearing loss who cannot afford tuition and ] for capital improvements. Declares emergency, effective on passage.

Appropriates moneys to Oregon Military Department to expand and increase access to statewide 2-1-1 system. Declares emergency, effective July 1, 2019.

Modifies description of marriage. Increases minimum legal marriageable age to 18 years of age.

Directs Department of Corrections to determine last-known address of inmates in custody of department, if address is readily known or available to inmate, and submit information to Secretary of State. Directs secretary to adjust population data reported in federal decennial census to reflect residence status of inmates before incarceration. Requires Legislative Assembly or Secretary of State, whichever is applicable, to reapportion state into legislative districts based on adjusted population data. Requires use of adjusted population data to apportion county or municipal boundaries.

Appropriates moneys from General Fund to Higher Education Coordinating Commission for distribution to community colleges and community college service districts for various purposes.

Provides that part-time faculty member at public institution of higher education who qualifies for health care benefits will pay 10 percent of insurance premiums , with remaining 90 percent paid by state ] for employee coverage and 50 percent of increase in premium cost for employee and dependent coverage. Requires state to pay for remaining costs of insurance premiums out of moneys appropriated to Oregon Educators Benefit Board . Permits institution to agree through collective bargaining to pay portion of employee's premium share. Provides that employees who are eligible to receive health care benefits in manner specified may receive health care benefits from institution only in manner specified. Provides that any savings realized by institution are subject to collective bargaining. Directs board to determine prior to open enrollment period whether it has received sufficient funds to cover required premium payments. Provides that if board has not received sufficient funds, board may require employee share to increase and that institution is not responsible for paying insurance premiums. Requires legacy health benefit coverage to be maintained for part-time faculty at institutions who are not eligible for health care benefits under provisions. Establishes Part-Time Faculty Insurance Fund and continuously appropriates moneys in fund to board. Declares emergency, effective on passage.

Requires Department of Education, in cooperation with Oregon Health Authority, to conduct study to determine and recommend appropriate health standards to govern student use of computers, mobile digital devices and other electronic media in classrooms. Requires department by rule to adopt guidelines for limiting student use of computers, mobile digital devices and other electronic media in classrooms in accordance with health and safety guidelines department develops, allowing parent to give or deny consent for parent's child to participate in curricula that involve extensive work with computers, mobile digital devices or electronic media and offering parent alternative curricula that involve less exposure to computers, mobile digital devices or electronic media. Declares emergency, effective on passage.

Provides that hours worked by school marshal providing security in school do not count for purposes of limitations on reemployment of retired member of Public Employees Retirement System.
