Relating to employees at public institutions of higher education; declaring an emergency.

Provides that part-time faculty member at public institution of higher education who qualifies for health care benefits will pay 10 percent of insurance premiums , with remaining 90 percent paid by state ] for employee coverage and 50 percent of increase in premium cost for employee and dependent coverage. Requires state to pay for remaining costs of insurance premiums out of moneys appropriated to Oregon Educators Benefit Board . Permits institution to agree through collective bargaining to pay portion of employee's premium share. Provides that employees who are eligible to receive health care benefits in manner specified may receive health care benefits from institution only in manner specified. Provides that any savings realized by institution are subject to collective bargaining. Directs board to determine prior to open enrollment period whether it has received sufficient funds to cover required premium payments. Provides that if board has not received sufficient funds, board may require employee share to increase and that institution is not responsible for paying insurance premiums. Requires legacy health benefit coverage to be maintained for part-time faculty at institutions who are not eligible for health care benefits under provisions. Establishes Part-Time Faculty Insurance Fund and continuously appropriates moneys in fund to board. Declares emergency, effective on passage.

Appropriates moneys to Higher Education Coordinating Commission for 2019-2021 biennium for use by Oregon State University to develop, implement and operate website for providing public with information related to plant pest solutions. Declares emergency, effective July 1, 2019.

Relating to revenue estimates; declaring an emergency; providing for revenue estimate modification that requires approval by a two-thirds majority.

Increases amount of estimate of revenues that will be received from personal income taxes for biennium beginning July 1, 2017. Requires distribution of difference between amount actually collected and amount estimated after close of 2017 regular session to Employer Incentive Fund. Provides for return to taxpayers of surplus revenue over adjusted estimate amount if constitutional threshold exceeded. Declares emergency, effective on passage.

Relating to family medical leave benefits; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.

Creates family and medical leave insurance program to provide employee who is eligible for coverage with portion of wages while employee is on family and medical leave or military family leave. Requires employer and employee contributions to fund program. Allows self-employed individuals and tribal government employers to opt into program. Directs Director of Department of Consumer and Business Services to determine contribution amounts and weekly benefit amounts. Establishes Family and Medical Leave Insurance Fund and continuously appropriates moneys in fund to Department of Consumer and Business Services for purposes of Act. Protects eligible employee's position of employment with employer while employee is on leave if employee has been employed with employer for minimum of 90 days before commencing leave. Prohibits employer from retaliating against employee who invokes program and from interfering with employee rights under program. Establishes right of employee for civil action for certain employer violations. Amends Oregon family leave law to allow for leave after employee has been employed for 90 days with employer and to extend length of leave taken for bereavement. Directs department to administer collection of, and reporting requirements for, payroll contributions. Requires director to work with other agencies and promulgate rules for administration of program. Establishes requirements for director to submit initial report to interim committees of Legislative Assembly no later than September 15, 2021. Beginning September 15, 2022, requires director to report to committees on September 15 of every even-numbered year thereafter. Requires department to conduct study regarding implementation of program with regard to self-employed individuals and tribal governments opting into program. Becomes operative on January 1, 2021. Provides that eligibility provisions and provisions related to elective coverage for self-employed individuals and tribal governments become operative on January 1, 2023. Takes effect on 91st day following adjournment sine die.

Relating to earned income tax credits; prescribing an effective date.

Increases percentage of federal earned income credit allowable as credit against Oregon personal income tax. Provides additional percentage tier based upon age of youngest dependent of taxpayer. Allows otherwise qualified individual to claim credit under individual taxpayer identification number in lieu of Social Security number. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Extends sunset for earned income tax credit. Takes effect on 91st day following adjournment sine die.

Directs Higher Education Coordinating Commission to conduct study to determine whether additional legislation is necessary to enhance process of transferring academic credits between community colleges and public universities. ] Requires commission to report findings to interim committees of Legislative Assembly related to higher education on or before September 15, 2020. ] Sunsets January 2, 2021. ] Takes effect on 91st day following adjournment sine die. ] Requires Higher Education Coordinating Commission to provide pilot program grant to consortium to assist public post-secondary institutions of education in Klamath County, Jackson County and Josephine County. Requires grant moneys to be used to provide funding for navigators, explore feasibility of shared recruitment and admission into programs at consortium institutions and develop benchmarks and metrics to measure success of collaborative consortium approach. Requires commission to provide report detailing results of pilot program grant to Legislative Assembly by March 1, 2021. Sunsets January 2, 2022. Declares emergency, effective on passage.

Relating to Housing and Community Services Department programs; prescribing an effective date.

Establishes Home Weatherization, Retrofit and Affordability Program for Housing and Community Services Department to provide incentive payments to construction contractors undertaking energy improvement projects on residential structures. Requires contractors to reduce property owners' costs by amount of incentive payments received. Reserves moneys for activities promoting healthy, affordable housing environments. Authorizes department to enter into agreements with other units of state government to operate home weatherization programs. Limits program expenditures. Sunsets program January 2, 2023. Takes effect on 91st day following adjournment sine die.
