Establishes Oregon Conservation and Recreation Fund. Appropriates fund moneys to State Department of Fish and Wildlife for carrying out activities serving to protect, maintain or enhance fish and wildlife resources in Oregon. Establishes Oregon Conservation and Recreation Advisory Committee to review department policies regarding use of fund moneys and make recommendations regarding use of fund moneys for implementing and administering department activities. Provides for transferring specified amount of moneys ] Appropriates moneys from General Fund to Emergency Board for allocation to department for purposes of Oregon Conservation and Recreation Fund for biennium beginning July 1, 2019. Makes release of appropriation by board to department contingent on deposit into fund of equal amount of moneys from sources other than federal or state government. Abolishes fund July 1, 2021, and transfers available fund moneys to General Fund. Sunsets related activities and advisory committee January 2, 2022. Declares emergency, effective July 1, 2019.

Modifies culpable mental state for crime of unauthorized use of a vehicle when person takes, operates, exercises control over or otherwise uses vehicle, boat or aircraft without consent of owner.
Establishes goals that promote zero-emission vehicle use and requires entities of executive department to promote zero-emission vehicle use. Requires State Department of Energy to assess market for zero-emission vehicles and ] biennially report to Governor and Legislative Assembly certain information related to zero-emission vehicles. Establishes certain requirements for purchases and leases of zero-emission vehicles for state fleet purchases or leases. Authorizes public utilities to submit public benefit proposals to recover in rates no more than $500,000 per year from customers of public utilities costs of installing electric vehicle charging stations. ] Requires agencies owning motor vehicles to provide certain additional information in annual report to Department of Environmental Quality and State Department of Energy. Authorizes school districts to use public purpose charge moneys for school district fleet audits, for purchase or lease of zero-emission vehicles and for purchase or installation of electric vehicle charging stations. .
Requires health benefit plans that cover radiation therapy for cancer to cover proton beam therapy on basis no less favorable than other covered benefits. Permits prior authorization or other utilization review.
Provides that brownfield granted property tax incentive benefit under chapter 96, Oregon Laws 2016, is eligible for ] may be granted any other special assessment, exemption or partial exemption granted under other law ] for which such property is eligible. Provides that total amount of all property tax benefits granted to brownfield under any law may not reduce property tax liability below zero for any property tax year. Provides that eligible costs of brownfield for purposes of determining property tax incentive benefit under chapter 96, Oregon Laws 2016, shall be reduced by any special assessment, exemption or partial exemption granted to brownfield under any law other than chapter 96, Oregon Laws 2016. ] Requires jurisdiction granting brownfield property tax incentive benefit to specify how jurisdiction intends to apply multiple property tax benefits and to notify county assessor of intended application. Takes effect on 91st day following adjournment sine die.
Provides that labor organization's charging certain employees reasonable fees and costs for representation that is unrelated to negotiation of collective bargaining agreement is not unfair labor practice. Makes conforming changes. Declares emergency, effective on passage.
Provides that transient lodging tax becomes due when occupancy of transient lodging with respect to which tax is imposed ends. Provides that transient lodging tax to be remitted with tax return is amount of tax due with respect to all occupancy of transient lodging that ended during reporting period to which return relates. Takes effect on 91st day following adjournment sine die. ].
Provides that exemption from transient lodging taxation for dwelling unit used by members of general public for temporary human occupancy for fewer than 30 days per year does not apply to dwelling unit rented out as transient lodging using platform of any kind provided in any manner by transient lodging intermediary. Authorizes Public Utility Commission to consider differential energy burden and other inequities of affordability in rates. Authorizes public utilities to enter agreements to provide financial assistance for organizations to represent in regulatory proceedings before commission interests of low-income residential customers and residential customers that are members of environmental justice communities. Establishes Office of the Low-Income and Environmental Justice Advocate within commission. Authorizes office to intervene in certain proceedings. Requires Low-Income and Environmental Justice Advocate to convene advisory group to advise office in discharge of duties. Requires office to report on activities of office to interim committees of Legislative Assembly related to energy no later than December 1, 2021. Directs commission to establish public process for investigating ways to address and mitigate , through nonbypassable means, differential energy burdens on classes of electric company ] public utility customers and other inequities of affordability and environmental justice . Requires commission to report findings to interim committees of Legislative Assembly related to energy and business no later than September 15, 2020 ] incorporate findings into commission's 2020 report to Environmental Justice Task Force and Governor . Sunsets public process January 2, 2021.
Proposes amendment to Oregon Constitution to remove gender-specific references to public officials and replace with gender-neutral references to public officials. Refers proposed amendment to people for their approval or rejection at next regular general election.
