Declares Oregon policy regarding Indian children. Modifies Oregon child welfare laws regarding Indian children to reconcile with provisions of federal Indian Child Welfare Act.

Modifies statewide greenhouse gas emissions reduction goals. Establishes Oregon Climate Action Program and related provisions administered by Department of Environmental Quality. Authorizes Public Utilities Commission to allow rate or rate schedule to include differential rates or to reflect amounts for programs that enable public utilities to assist low-income residential customers. Authorizes commission to allow rate or rate schedule to reflect amounts for investments in infrastructure measures that support adoption of alternative forms of transportation vehicles. Amends greenhouse gas reporting statute. Requires Environmental Quality Commission to adopt by rule standards and requirements for reducing methane gas emissions from landfills. Abolishes Oregon Global Warming Commission and transfers duties to Oregon Climate Board. Provides for direct expedited review by Oregon Supreme Court of certain constitutional question related to Oregon Climate Action Program. Requires and modifies certain reports and proposals. Establishes Joint Committee on Climate Action. Establishes Oregon Climate Board. Establishes within Oregon Department of Administrative Services, Climate Policy Office and Director of Climate Policy Office to advise on development of Oregon Climate Action Plan, on implementation of plan and on investments of state proceeds from program. Declares emergency, effective on passage.
Provides that part-time faculty member at public institution of higher education who qualifies for health care benefits will pay 10 percent of insurance premiums for employee coverage. Requires state to pay for remaining costs of insurance premiums out of moneys appropriated to Oregon Educators Benefit Board. Permits institution to agree through either institution policy or collective bargaining to pay portion of health care benefits paid for by employee. Provides that employees who are eligible to receive health care benefits in manner specified may receive health care benefits from institution only in manner specified. Provides that any savings realized by institution are subject to collective bargaining. Directs board to determine prior to open enrollment period whether it has received sufficient funds to cover required premium payments. Provides that if board has not received sufficient funds, board may require employee share to increase and that institution is not responsible for paying insurance premiums. Requires legacy health benefit coverage to be maintained for part-time faculty at institutions who are not eligible for health care benefits under provisions. Establishes Part-Time Faculty Insurance Fund and continuously appropriates moneys in fund to board. Declares emergency, effective on passage.
Establishes Task Force on Age Discrimination. Directs task force to identify and evaluate impacts of age discrimination in workplace and report to interim committees relating to business and labor. Sunsets December 31, 2021. Declares emergency, effective on passage.

Directs State Department of Agriculture to advance design of cannabis business certification program. Directs Oregon Liquor Control Commission to allocate moneys from Marijuana Control and Regulation Fund to department for purposes of cannabis business certification program. Takes effect July 1, 2020.
Appropriates money to Oregon Department of Administrative Services for deposit in Court Appointed Special Advocate Fund and distribution to CASA Volunteer Programs. Declares emergency, effective on passage.

Authorizes Bureau of Labor and Industries to conduct inquiries and investigations, including criminal records checks, to determine whether employer and any employees of employer have adequate character and fitness to employ minors in compliance with provisions relating to employment of minors. Requires Commissioner of Bureau of Labor and Industries to adopt rules no later than January 1, 2021. Requires submission of attestation form before bureau may issue annual employment certification to employer. Authorizes commissioner to deny, revoke or refuse to issue employment certification and impose civil penalty if employer falsifies or misrepresents information in attestation form or permits employee who is required to report as sex offender to have direct contact with minor who is employed by employer. Allows minor who is employed by employer and who claims to be aggrieved by employer's failure to comply with requirements to file civil action. Declares emergency, effective on passage.
