Provides that spread of fire in forestland across ownership boundary does not constitute prima facie evidence of fire burning uncontrolled if owners or operators of forestland on both sides of ownership boundary agree in advance to conduct prescribed fire. ] Provides that owner or operator of forestland on which prescribed fire exists need not extinguish fire if owners or operators of forestland on both sides of ownership boundary agree in advance of fire that fire may be conducted as prescribed fire and fire remains on forestland of owners or operators that agreed to fire. Prohibits State Forester from determining that fire that spreads across ownership boundary is burning uncontrolled if owners or operators of forestland on both sides of boundary agree in advance to conduct prescribed fire and fire remains on forestland of owners or operators that agreed to fire. ] Provides that person does not commit offense of unlawful use of fire if person has knowledge of prescribed fire burning on person's own land and does not extinguish prescribed fire. ] Directs State Forestry Department to adopt certain rules related to prescribed fires. Provides that department must initiate rulemaking on or before November 30, 2021, and finalize rulemaking on or before November 30, 2022. Requires State Board of Forestry, by December 1, 2021, to consult with Oregon Prescribed Fire Council concerning best practices for conducting Certified Burn Manager program, to initiate rulemaking to establish program and to report to appropriate committee or subcommittee of Legislative Assembly on progress in establishing and implementing program. Appropriates moneys to board for purpose of establishing and implementing program. Takes effect on 91st day following adjournment sine die.

Expands health benefit plan coverage of childbirth and pregnancy-related health care expenses. Specifies reimbursement of services provided by freestanding birthing centers. Requires Department of Consumer and Business Services to report to interim committees of Legislative Assembly related to health on implementation of expanded benefits. Requires that specified services related to pregnancy and childbirth be covered by state medical assistance program. Requires Oregon Health Authority to prescribe uniform payment methodology for freestanding birthing centers.
Requires that any voting machine or vote tally system approved by Secretary of State must be compatible with elections conducted by ranked-choice voting and any other form of voting that is authorized under Oregon Constitution and has been used within previous 10 years in any federal, state or local election in United States.
Provides exemption to offense of operation without pneumatic tires if person operates vehicle equipped with manufacturer's nonpneumatic spare tire.

Prohibits public bodies from contracting with broadband Internet access service providers that do not offer low income rate program that meets minimum standards established by Public Utility Commission by rule. Requires original equipment manufacturer to make available to owner of originated equipment or independent repair provider on fair and reasonable terms any part, tool, documentation or other device or implement that original equipment manufacturer makes available to authorized repair provider for purpose of diagnosing, maintaining or repairing originated equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to recover damages for violation of provisions of Act. Provides that, for five school years, calculations of weighted average daily membership made for purposes of distributions of state moneys to school districts may not be decreased for school districts impacted by wildfires in 2020. ] Directs Department of Education to award grants to wildfire-impacted school districts in amounts to cover any decreases in State School Fund distributions and Student Investment Account distributions resulting from decreases in average daily membership, as compared to 2019-2020 school year, that are caused by wildfires. Sunsets on July 1, 2025. Establishes School Stabilization Subaccount for Wildfire-impacted School Districts for purpose of awarding grants. Declares emergency, effective on passage ] July 1, 2021 .
Requires governing body of county that contains at-risk land, as defined, to develop wildfire response plan or solicit proposals for development of wildfire response plan, consider proposals and propose wildfire response plan to State Forestry Department. Requires that wildfire response plan identify at-risk land, propose effective fire protection services, taking into account existing bona fide fire protection plans or fire prevention and control efforts on inadequately protected land, as defined, and meet or exceed applicable guidelines established by department or State Fire Marshal. Directs department to establish guidelines for wildfire response plan that is applicable to land with population density of less than 100 persons per square mile. Directs State Fire Marshal to establish guidelines for wildfire response plan that is applicable to land with population density of at least 100 persons per square mile. Takes effect on 91st day following adjournment sine die.
