Establishes state policy regarding natural climate solutions. Establishes Natural and Working Lands Fund and provides for transfer of moneys from fund to certain state agencies. Prescribes uses of moneys from fund and requires Oregon Global Warming Commission to report to legislature on uses of moneys from fund. Directs State Department of Energy and commission to prepare inventory, baseline, activity-based metrics and community impact metrics for net carbon sequestration and storage in natural and working lands and establish carbon sequestration and storage goals. Directs State Department of Energy, in coordination with commission, to study workforce training programs needed to support adoption of natural climate solutions and provide results to committees of Legislative Assembly related to environment no later than September 15, 2024. Authorizes commission to appoint natural and working lands advisory committee. Takes effect on 91st day following adjournment sine die.

Requires Department of Consumer and Business Services to study how to build efficiency and resiliency into buildings. Directs department to submit findings to interim committees of Legislative Assembly related to environment not later than September 15, 2024. ] Specifies requirements for energy savings performance contract and provides that contracting agency may solicit and award energy savings performance contract without competitive process and without requirement to issue request for proposals but may award energy savings performance contract only to qualified energy service company. Requires Oregon Department of Administrative Services to cooperate with State Department of Energy to develop methodology and work plan for state agencies to conduct assessment of energy use in, and greenhouse gas emissions from, state-owned buildings. Specifies requirements for assessments. Requires departments to create searchable and modifiable database with data collected from state agencies and to use baseline data from database to plan energy use reduction and greenhouse gas emission reduction targets in capital projects. Requires Oregon Department of Administrative Services, with support from State Department of Energy, to oversee specified capital projects and to develop and implement guidelines for sustainable design and provide guidance and technical expertise to state agencies with respect to construction methods, materials, energy conservation measures, greenhouse gas emission reduction methods, and other techniques and technologies. Requires state agencies to report regularly to Oregon Department of Administrative Services concerning progress on capital projects and toward meeting specified goals. Authorizes state agencies to enter into energy generation projects at state-owned or state rented facilities and to retain 100 percent of net savings from project. Requires Department of Human Services to contract with nonprofit organization to implement and administer program to assist recipients of supplemental nutrition assistance in purchasing locally grown fruits and vegetables from farmers' markets, farm share sites and retail outlets that participate in program. Appropriates moneys from General Fund to department to be distributed to nonprofit organization that has contracted with department to implement and administer program and match amounts that recipient spends on certain eligible foods. Sunsets January 2, 2026. Declares emergency, effective on passage.
Requires pharmacy benefit managers to be licensed by Department of Consumer and Business Services beginning January 1, 2024. Modifies definition of "pharmacy benefit manager" and imposes new requirements on pharmacy benefit managers. Modifies procedures for pharmacy to appeal payment by pharmacy benefit manager on claim for reimbursement. Restricts audits of pharmacy claims for reimbursement. Requires policies or certificates of health insurance and contracts providing for reimbursement of cost of prescription drugs to allow policyholder, certificate holder and beneficiary to select pharmacy or pharmacist for filling prescriptions and prescription renewals, to contract with any pharmacy or pharmacist willing to abide by terms and conditions of policy, certificate or contract. Imposes new requirements with respect to insurance coverage of 340B drugs. Appropriates moneys from General Fund to Department of Consumer and Business Services for purpose of employment assistance in regulation of pharmacy benefit managers. Declares emergency, effective on passage.

Requires original equipment manufacturer to make available to owner of consumer electronic equipment or independent repair provider on fair and reasonable terms any documentation, tool, part or other device or implement that original equipment manufacturer makes available to authorized service provider for purpose of diagnosing, maintaining or repairing consumer electronic equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to seek order requiring compliance with provisions of Act.
