Directs the Department of Human Services to provide grants to nonprofit service providers to assist individuals who are noncitizens to change their immigration status or obtain lawful permanent resident status. Requires the nonprofit service providers to report on the number of individuals who succeed in changing their immigration status or obtaining lawful permanent resident status. Directs the department to provide every individual served by the department information about, and a referral to the grant program. Declares that it is state policy to help Oregonians who are eligible under federal law change their immigration status or obtain lawful permanent resident status. Appropriates moneys from the General Fund to the department for the purpose of providing grants. Declares an emergency, effective on passage.

Prohibits a franchisor from imposing upon or collecting from a franchisee a fee that the franchisor did not disclose in the agreement under which the franchisor and franchisee established the franchise or in the disclosure document a franchisor must provide to the franchisee under federal law.
Prohibits a franchisor from requiring a franchisee to purchase goods, supplies, inventories or services from the franchisor or a source the franchisor designates if goods, supplies, inventories or services of comparable quality are available elsewhere. Specifies exceptions. Prohibits a franchisor from receiving payment, goods, services or any other benefit from a person with which a franchisee does business unless the franchisor accounts for and transmits to the franchisee the payment, goods, service or benefit. Establishes the Task Force on Eelgrass Resources. Provides duties of the task force and directs the task force to submit a report to the Legislative Assembly no later than September 15, 2027. Declares an emergency, effective on passage.
Provides that an individual otherwise eligible for unemployment insurance benefits is not disqualified for any week that the individual's unemployment is due to a labor dispute in active progress at the individual's place of employment. Declares an emergency, effective on passage.
Proposes an amendment to the Oregon Constitution to provide for surplus corporate tax revenue to be used for school construction and maintenance projects and infrastructure improvements. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
