Updates statutory references to individual who is not citizen or national of United States to replace "alien" with "noncitizen." Directs state agencies to use "noncitizen" in rules and regulations to reference individual who is not citizen or national of United States and to update rules and regulations that use "alien" to use "noncitizen." Authorizes agencies to amend rule without prior notice or hearing for purpose of changing term or phrase in order to conform with change made by law. Makes nonsubstantive changes.

Prohibits manufacturer or supplier from manufacturing, selling, offering to sell or distributing cosmetic or ingredient developed through use of animal test. Provides certain exemptions. Provides temporary exemption for cosmetic developed through use of animal test, or containing ingredient used in animal test, before effective date of Act. Allows donation of noncomplying cosmetic to homeless shelter, hospital, animal shelter, corrections facility or emergency shelter. Allows receiving entity to distribute cosmetic to individual receiving services from entity. Establishes private right of action for violation of prohibition. Establishes conditions under which aggrieved person may bring action.
Authorizes board of directors of rural fire protection district to annex to district lands that are within seven road miles of fire station within district, or are brought within seven road miles of fire station within district by new road ], and that are not subject to assessments for fire protection by district ] included in rural fire protection district . Exempts annexation from requirements for district formation proceedings, requirement that county board determine territory of district and requirement of conference with State Forestry Department prior to annexation. Provides that annexation is not subject to election. Provides that annexed lands are subject to outstanding indebtedness of district, permanent rate limit established by district and local option taxes imposed by district. Provides that annexed lands may be subject to assessments for fire protection by district and certain fee. Provides that boundary change or proposed boundary change resulting from annexation applies in tax year beginning July 1, 2022, if boundary change or proposed boundary change is certain to become effective before July 1, 2022, and board of directors files final approved forms of legal description and map with county assessor and Department of Revenue on or before June 15, 2022. Takes effect on 91st day following adjournment sine die.
Imposes requirements for accepting bids and proposals for contracts for provision and delivery of publicly financed behavioral health or addiction treatment or services. Requires certain material provisions for contracts between state contracting agencies and covered providers for provision of such treatment or services.
Directs Newborn Bloodspot Screening Advisory Board to evaluate and make recommendations on adding diseases to Oregon newborn bloodspot screening panel under specific circumstances. Requires board to meet at least four times per calendar year. Subjects board meetings to public meetings law. Requires board to submit annual report to Legislative Assembly. Modifies certain board membership requirements.
Requires Director of Oregon Department of Administrative Services to study development and administration of program to make payments to essential workers for services performed during COVID-19 pandemic and report findings to interim committees of Legislative Assembly related to labor on or before September 15, 2023. Sunsets January 2, 2024.
