Directs Department of Human Services to establish program to distribute funds to community-based organizations to provide financial assistance to Deferred Action for Childhood Arrivals status recipients for specified purposes ] provide grants to assist noncitizens who do not possess valid immigration documentation change immigration status or obtain lawful permanent resident status . Sunsets January 2, 2026. Takes effect on 91st day following adjournment sine die.

Requires Oregon Liquor and Cannabis Commission to require applicant for cannabis-related license or license renewal to submit signed attestation that applicant will refrain from interfering with labor organizing efforts or submit attestation that applicant and labor organization that is certified to represent employees of applicant have entered into and will abide by terms of labor peace agreement.

Authorizes issuance of lottery bonds for deposit in Levee Project Grant Fund. Declares emergency, effective July 1, 2023.

Appropriates moneys to Oregon Business Development Department for purpose of awarding grants to ] for formation, improvement and operation of small business development centers for economic development projects ]. Declares emergency, effective on passage.

Establishes Universal Health Plan Governance Board and directs board to create comprehensive plan for implementing Universal Health Plan beginning in 2027. Declares emergency, effective on passage.

Establishes legislative findings relating to expanding need-based financial aid opportunities, ensuring that historically underrepresented students have increased access to wraparound services and support programs at post-secondary institutions of education and increasing levels of targeted state investment that result in increased student service levels. Requires Higher Education Coordinating Commission to regularly evaluate administrative rules relating to distribution of grants and financial aid and, to degree permitted by law, amend rules to ensure enrollment needs of adult Oregonians who are currently in professional workforce are met in equitable manner. Requires commission to establish program to enable post-secondary institutions of education to provide current high school students with services and outreach regarding transitioning from high school to post-secondary institutions of education. Requires commission to establish block grant program that allows any public institution of higher education to apply for block grant for any program desired by institution. Requires Department of Early Learning and Care to conduct comprehensive review of Oregon Student Child Care Grant Program and child care centers located at post-secondary institutions of education to determine combination of direct student support and state grants that best meets needs of greatest number of student parents enrolled at post-secondary institutions of education. Requires department to submit report to interim committees of Legislative Assembly related to higher education detailing findings of review. Requires each public institution of higher education to internally develop integrated network that includes all student support services and provide each enrolled student with liaison to help student navigate and utilize integrated network. Authorizes commission to award Oregon Opportunity Grant awards in excess of maximum statutory amount to low-income students. Sunsets authority on June 30, 2025. Appropriates moneys to commission. Appropriates $5,000,000 to Higher Education Coordinating Commission for allocation to expand scope and community reach of college access and success programs at public universities and community colleges. ] Declares emergency, effective July 1, 2023.

Increases state transient lodging tax. Changes name of Oregon Conservation Strategy Subaccount to Recovering Oregon's Wildlife Fund Subaccount. Transfers moneys attributable to increase of state transient lodging tax to Recovering Oregon's Wildlife Fund Subaccount. Takes effect on 91st day following adjournment sine die.

Requires general hospital licensed in Oregon to provide maternity services subject to exemption that Oregon Health Authority may allow under criteria prescribed by rule. Declares emergency, effective on passage.

Establishes limits on campaign contributions that may be accepted by candidates and political committees. Requires political committee to identify as caucus, measure, multicandidate, political party, recall or small donor political committee. Prohibits person from controlling more than one of each committee. Authorizes Secretary of State and Attorney General to require return of contribution excess of limits and impose civil penalty up to 100 percent of total amount of contribution. Repeals Ballot Measure 47 (2006), currently held in abeyance, which establishes limits on political campaign contributions and independent expenditures on candidate races and establishes certain campaign finance disclosure requirements. Establishes Small Donor Elections Program to enable candidates for office of state Representative and state Senator to receive 6-to-1 match on small dollar donations. Limits matching funds. Allows resident taxpayers to designate contribution to Small Donor Elections Fund on income tax return form. Directs most election law penalties to Small Donor Elections Fund. Becomes operative on November 4, 2026. Refers Act to people for their approval or rejection at next regular general election. .

Creates Oregon Soil Health Initiative. Describes goals ] purpose of initiative. Describes responsibilities of state agencies and other entities participating in initiative. Directs Institute for Natural Resources to convene Soil Health Advisory Committee. ] Directs institute, in consultation with other entities, to develop Soil Health Roadmap. ] Takes effect on 91st day following adjournment sine die.
