Prohibits person from using specified types of animals in traveling animal act. Provides certain exemptions from prohibition. Punishes by maximum of six months' imprisonment, $2,500 fine, or both. Authorizes court to require person convicted of violation to forfeit animal used in violation.

Provides that unit of government may not assess toll on state highways or interstate highways located in tri-county area unless Department of Transportation conducts and submits equity plan for approval by affected counties. Declares emergency, effective on passage.
Directs Legislative Administrator to pay costs of reasonable accommodation of member of Legislative Assembly who is afforded rights and protections as person with disabilities under specified federal and state law. Directs Legislative Administration Committee to adopt interactive process to determine reasonable accommodations entitled to payment. Appropriates moneys to Legislative Administration Committee to fund payments. Declares emergency, effective July 1, 2023.
Limits, for purposes of personal income taxation, amount of allowed mortgage interest deduction. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2028. Establishes Oregon First-Time Home Buyer Account. Transfers amount equal to 50 percent of estimated increase in revenue attributable to restriction on deduction of mortgage interest to account. Establishes credit against personal income taxes for percentage of purchase price of home purchased by first-time home buyer. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2028. Establishes Task Force on First-Time Ownership. Requires task force to report findings and recommendations to interim committee of Legislative Assembly related to revenue on or before September 15, 2024. Sunsets task force December 31, 2024. Takes effect on 91st day following adjournment sine die.
Alters composition of governing boards of public universities by increasing number of student, faculty and nonfaculty staff members and requiring these members to be voting members of board. Establishes new appointment process for student, faculty and nonfaculty staff members. Alters process Governor must follow before appointing other members of governing board of public university. Establishes selection committee for Governor's appointees that requires publicly available selection criteria for all appointed board positions to be publicly posted. Establishes multiple oversight and assessment requirements for governing boards. Declares emergency, effective on passage.
Requires school district to pay classified school employee not less than 10 percent more than minimum wage that applies to all employees who work in this state and not less than 15 percent more than minimum wage if classified school employee provides support to students with individualized education program or who are enrolled in special education ]. Requires school district to pay certified educator salary of not less than $60,000 ] $50,000 per year or, if certified educator provides education to students with individualized education program or who are enrolled in special education, not less than $63,000 per year ]. Requires school district to index wage and salary amounts to inflation.
Directs Department of Transportation to establish program for awarding grants to providers of traffic safety education courses to fund Spanish language traffic safety education courses. Appropriates moneys from General Fund to Department of Transportation for biennium beginning July 1, 2023, to award grants. Declares emergency, effective July 1, 2023.
Requires minimum percentages of certain accessible units in multifamily housing developed under Housing and Community Services Department programs. Takes effect on 91st day following adjournment sine die.

Enacts interstate Occupational Therapy Licensure Compact. Permits Occupational Therapy Licensing Board to disclose specified information to Occupational Therapy Compact Commission. Exempts individuals authorized to work as occupational therapists or occupational therapy assistants under compact privilege from requirement to obtain license from board and from restrictions on use of titles. Allows board to use moneys to meet financial obligations imposed on State of Oregon as result of participation in compact. Takes effect on 91st day following adjournment sine die.
