Rep. Zach Hudson

Modifies state greenhouse gas emissions reduction goals. Replaces the term "global warming" with "climate change" in provisions related to the Oregon Climate Action Commission. Declares an emergency, effective on passage.

Creates an income or corporate excise tax credit for the amount paid by an owner of an eligible generation facility for transmission services. Directs that the amount paid, for purposes of the tax credit, shall be calculated as the sum of amounts paid by the owner to the Bonneville Power Administration or an electric utility for up to 600 megawatts of the eligible generation facility's nameplate capacity and to other parties. Applies to tax years beginning on or after January 1, 2026, and to eligible generation facilities first placed in service on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.

Directs the Department of Human Services to provide grants to nonprofit service providers to assist individuals who are noncitizens to change their immigration status or obtain lawful permanent resident status. Requires the nonprofit service providers to report on the number of individuals who succeed in changing their immigration status or obtaining lawful permanent resident status. Directs the department to provide every individual served by the department information about, and a referral to the grant program. Declares that it is state policy to help Oregonians who are eligible under federal law change their immigration status or obtain lawful permanent resident status. Appropriates moneys from the General Fund to the department for the purpose of providing grants. Declares an emergency, effective on passage.

Requires health insurance coverage of specified fertility services and treatments with exemption for certain insurers. Directs the Oregon Health Authority and the Department of Consumer and Business Services to study access to fertility and reproductive endocrinology services and report findings to the interim committees of the Legislative Assembly related to health. Declares an emergency, effective on passage.

Prohibits agreements between franchisors and franchisees from requiring franchisees to conduct business during hours or days the franchisee deems unprofitable or unsafe or on religious holidays. Takes effect on the 91st day following adjournment sine die.

Directs the Legislative Revenue Officer to study land value taxation and submit a report to the interim committees of the Legislative Assembly related to revenue. Defines "land value taxation" to mean a property tax system that imposes a higher uniform rate of tax on land assessments than on improvement assessments. Takes effect on the 91st day following adjournment sine die.

Enacts the interstate Counseling Compact. Allows the Oregon Board of Licensed Professional Counselors and Therapists to disclose specified information to the Counseling Compact Commission. Exempts individuals authorized to work as professional counselors under the Compact privilege to practice from the requirement to obtain a license from the board. Allows the board to use moneys to meet financial obligations imposed on the State of Oregon as a result of participation in the Compact. Becomes operative on January 1, 2028. Takes effect on the 91st day following adjournment sine die.

Directs the State Department of Agriculture to develop and maintain a model list of low-impact pesticides for use with school integrated pest management plans. Takes effect on the 91st day following adjournment sine die.

Requires the Employment Relations Board to establish and maintain a registry system for persons to register as union representatives. Prohibits a person from acting as a union representative unless the person is registered and enrolled in the registry system. Establishes a civil penalty for each violation.

Allows persons convicted of a felony to register to vote, update voter registration and vote in elections while incarcerated. Provides that a person does not forfeit and may not be deprived of the right to vote while incarcerated on a felony. Specifies that a person's residence is where the person resided prior to incarceration.
