Directs State Board of Forestry to adopt single rule package on or before November 30, 2022, to implement Private Forest Accord Report. Directs board to adopt rules related to post-disturbance harvest and to initiate rulemaking concerning tethered logging by certain dates. Establishes certain exemptions from requirements for just compensation for land use regulation. Directs State Forestry Department to procure services for development and application of landslide modeling. Directs board to submit habitat conservation plan consistent with Private Forest Accord Report, procure related services and apply for incidental take permit. Provides exemption from Oregon Forest Practices Act requirements related to species addressed in certain federal agreement. Establishes small forestland owner minimum options related to forest practices by small forestland owners. Directs board to adopt by rule Small Forestland Investment in Stream Habitat Program. Creates Small Forestland Owner Assistance Office within department. Establishes certain requirements and prohibitions related to beaver. Establishes Private Forest Accord Mitigation Advisory Committee. Directs State Fish and Wildlife Commission to establish by rule Private Forest Accord Grant Program. Directs board to establish by rule adaptive management program. Establishes Adaptive Management Program Committee and Independent Research and Science Team as advisory committees to board. Amends Oregon Forest Practices Act. Provides that policies do no affect treaty or other rights of Indian tribe or beneficial ownership interest of land held in trust for Indian tribe or held by Indian tribe ] certain property rights of Indian tribe or tribally owned or operated corporation . Authorizes department to adopt rules related to pesticide applications. Makes operability of new provisions and amendments contingent on issuance of incidental take permit on or before December 31, 2027, and incidental take permit remaining in effect. Appropriates moneys from General Fund to certain agencies for certain purposes. Increases certain limitations on expenditures. Declares emergency, effective on passage.

Provides for nonprofit organization that addresses and executes worker relief to serve as fiscal agent to award grants to organizations to provide services related to immigration matters through universal representation program. Requires fiscal agent to report annually to appropriate committee or interim committee of Legislative Assembly, Oregon Department of Administrative Services and Legislative Fiscal Officer. Directs Chief Justice of Supreme Court to transfer funds to Oregon State Bar for use by Legal Services Program to provide legal services to individuals on immigration matters and related matters. Establishes Universal Representation Fund in State Treasury. Appropriates moneys from General Fund to Oregon Department of Administrative Services for purposes of deposit in Universal Representation Fund. Becomes operative January 1, 2023. Appropriates moneys from General Fund to department for purposes of grant program. Takes effect on 91st day following adjournment sine die.
Requires Department of Human Services to establish certification process for direct care providers of home or community-based services and implement online registry of direct care providers of home or community-based services. Specifies requirements for certification and information to be displayed on online registry. Requires department to work with stakeholder groups to design certification requirements, explore ways to improve skill level and training of caregivers and improve caregivers' pathways to continued education and advancement. Sunsets January 2, 2024. Requires department to report to Joint Interim Committee on Ways and Means on work with stakeholders and on implementation of certification process and registry. Declares emergency, effective on passage.
Directs Oregon Film and Video Office to establish Creative Opportunity Program to promote film, television, interactive, animation and media industries in Oregon. Dedicates two percent of moneys in Oregon Production Investment Fund to making payments to media industry entities for creation and funding of projects under program. Requires owners or operators of bulk oils and liquid fuels terminals located in Columbia, Multnomah or Lane County to conduct and submit to Department of Environmental Quality seismic vulnerability assessments. Requires department to review and approve seismic vulnerability assessments. Requires owner or operator of existing bulk oils or liquid fuels terminal to submit seismic vulnerability assessment by June 1, 2024. Requires department to submit report on seismic vulnerability assessments and make recommendations on expansion of program to interim committees of Legislative Assembly by November 1, 2024. Requires owner or operator of bulk oils or liquid fuels terminal to properly implement seismic risk mitigation implementation plan approved by department. Directs Environmental Quality Commission to, by rule, adopt seismic risk mitigation implementation program for bulk oils or liquid fuels terminals. Prohibits owner or operator of bulk oils or liquid fuels terminal from retaliating against employee who provides information regarding violation of law or safety risks. Establishes Seismic Risk Mitigation Fund. Requires State Department of Energy to develop energy security plan by June 1, 2024, and provide report on implementation or revision of plan to interim committees of Legislative Assembly by September 15 of each even-numbered year. Takes effect on 91st day following adjournment sine die.

Requires insurer and health care service contractor to cover labor and delivery services provided at out-of-network health care facility , and medical transport of individual presenting with signs of labor from in-network facility to out-of-network facility, if services provided at out-of-network facility due solely to diversion of patient from in-network health care facility for reasons related to state or federal declaration of public health emergency. Prescribes rate of reimbursement and prohibits deductible, out-of-pocket maximum, copayment or coinsurance requirement in excess of such requirements applicable to in-network providers. Exempts Public Employees' Benefit Board and Oregon Educators Benefit Board. Requires health benefit plan coverage of emergency medical services transport of pregnant woman presenting with signs of labor between medical facilities. ] Declares emergency, effective on passage.
Updates statutory references to individual who is not citizen or national of United States to replace "alien" with "noncitizen." Directs state agencies to use "noncitizen" in rules and regulations to reference individual who is not citizen or national of United States and to update rules and regulations that use "alien" to use "noncitizen." Authorizes agencies to amend rule without prior notice or hearing for purpose of changing term or phrase in order to conform with change made by law. Makes nonsubstantive changes.

Limits civil liability for release of veteran status information except for gross negligence. Requires cemetery association ] funeral establishment, crematory operator , cemetery authority, alternative disposition facility operator, licensed funeral service practitioner or other entity in possession of unclaimed cremated or reduced ] human remains of veteran or spouse, dependent or survivor of veteran to notify county veterans' service officer under certain circumstances. Requires funeral establishment, crematory operator, cemetery authority, alternative disposition facility operator or licensed funeral service practitioner in possession of unclaimed human remains of veteran or spouse, dependent or survivor of veteran to apply for state or federal benefits under certain circumstances. Authorizes funeral establishment, crematory operator, cemetery authority, alternative disposition facility operator or licensed funeral service practitioner in possession of unclaimed human remains of veteran or spouse, dependent or survivor of veteran to cremate, reduce or inter unclaimed human remains under certain circumstances. Directs county veterans' service officer to report information about veteran or spouse, dependent or survivor of veteran to United States Department of Veterans Affairs. Requires county veterans' service officer to establish and maintain list of reported information and to make information available upon request to veterans' remains coordinator.
