Directs the Department of Human Services to provide grants to nonprofit service providers to assist individuals who are noncitizens to change their immigration status or obtain lawful permanent resident status. Requires the nonprofit service providers to report on the number of individuals who succeed in changing their immigration status or obtaining lawful permanent resident status. Directs the department to provide every individual served by the department information about, and a referral to the grant program. Declares that it is state policy to help Oregonians who are eligible under federal law change their immigration status or obtain lawful permanent resident status. Appropriates moneys from the General Fund to the department for the purpose of providing grants. Declares an emergency, effective on passage.

Creates Oregon corporate excise and income tax subtractions for amounts received in resolution of a civil action arising from wildfire. Creates Oregon corporate excise and income tax subtractions for wildfire-related legal fees paid by plaintiffs. Allows a taxpayer to amend a return to claim a refund for earliest tax year in which subtraction is allowed. Applies to declarations and executive orders issued on or after January 1, 2018, and before January 1, 2026, and to amounts received, losses incurred and legal fees paid in tax years beginning on or after January 1, 2018. Takes effect on the 91st day following adjournment sine die.

Defines "testing operator" to include both an onboard operator and a remote operator of a highly automated vehicle. Requires a testing operator to monitor the operation of a test vehicle at all times and to be prepared to take control of the test vehicle if necessary. Identifies the testing operator as the operator or driver of a highly automated vehicle for purposes of certain provisions. Exempts persons testing highly automated vehicles without an onboard operator on highways of this state from certain provisions of the Oregon Vehicle Code if the manufacturer has a valid testing permit. Directs the department to submit a report on the performance of highly automated vehicle technologies to the interim committees of the Legislative Assembly related to transportation not later than November 15, 2032. Takes effect on the 91st day following adjournment sine die.
