Rep. Hoa Nguyen

Requires that public university foundations are subject to the public records laws of this state. Specifies the records that are exempt from disclosure. Specifies the records that are not exempt from disclosure. Requires public university foundations to release an annual report that is publicly available on the website maintained by the public university foundation. Declares an emergency, effective on passage.

Requires the Oregon Health Authority to establish and implement a permanent farmworker disaster relief program. Appropriates moneys out of the General Fund to the authority to carry out the program.

] [ Requires the Department of Justice to study missing and murdered indigenous people. Directs the department to submit findings to the interim committees of the Legislative Assembly related to public safety not later than September 15, 2026. ] [ Sunsets on January 2, 2027. ] Directs the Oregon Health Authority to dedicate staff in the office of the authority that is responsible for tribal affairs to lead the work of addressing the issue of missing and murdered indigenous people.

] [ Requires the Department of Early Learning and Care to study the impact on student parents and working parents of the waitlist to participate in the Employment Related Day Care subsidy program. ] [ Directs the department to submit a report to the interim committees of the Legislative Assembly related to child care no later than September 15, 2026. ] Renames the Employment Related Day Care subsidy program. Directs the Department of Early Learning and Care to convene stakeholders to study and develop recommendations to remove families from the Employment Related Day Care subsidy program wait-list. Requires the department to submit a report on the recommendations to the interim committees of the Legislative Assembly related to early childhood no later than September 30, 2026.

] Appropriates moneys from the General Fund to the [ Higher Education Coordinating Commission ] Oregon Department of Administrative Services for distribution to [ Oregon State University ] the Human Access Project for harmful algal bloom mitigation. Takes effect on the 91st day following adjournment sine die.

Exempts a county or other entity that operates a nurse-family partnership program from paying the nonfederal share of the costs of targeted case management services provided by the program to medical assistance recipients. Declares an emergency, effective on passage.

Requires the Department of Human Services to update its 2022 estimate of costs to implement youth experiencing homelessness programs. Requires the Department of Human Services and the Housing and Community Services Department to study options for allocating 30 percent of their respective budgets in the 2027-2029 biennium toward reducing the number of youth aging into adult homelessness. Directs the Department of Human Services to submit findings to the interim committees of the Legislative Assembly related to housing and human services not later than September 15, 2026. Sunsets on January 2, 2027. Expands eligibility for emergency housing.

Expands the goals and purposes of the Prosperity 10,000 Program. Requires the Higher Education Coordinating Commission to [ disburse funds appropriated for the purpose of administering the program to local workforce development boards within certain timelines ] award grants to local workforce development boards to administer the program . Requires local workforce development boards to consider certain factors when distributing funds to certain entities.

Directs the Department of Education to establish and administer a pilot program that provides for participatory budgeting by students in the preparation of a school district budget. Sunsets on January 2, 2029. Declares an emergency, effective on passage.

Appropriates moneys to be used for funding outreach regarding federal earned income tax credits and other tax benefits and to provide tax navigation and preparation to low-income individuals. Declares an emergency, effective July 1, 2025.
