Requires coordinated care organization to make available to members of coordinated care organization advocates for victims of domestic violence, sexual violence or stalking.

Clarifies meaning of "because of age" in employment discrimination law. Designates as unlawful employment practice for employer to seek age of applicant prior to making conditional offer of employment and to include certain words or phrases in job application that suggest or imply age preferences. Permits employer to observe terms of bona fide seniority system that does not require employee to retire at certain age. Allows person to bring civil action alleging certain types of employment discrimination under disparate impact or disparate treatment theory of proof. Requires additional award of liquidated damages to prevailing plaintiff in civil action alleging age discrimination.
Prohibits police officer from conducting or participating in activities intended to determine whether person has paid certain user charges, fees or tolls imposed by mass transit district.
Prohibits State Board of Education from requiring, and school districts from administering, certain assessments to students enrolled or preparing to enroll in prekindergarten through grade two. Makes exception for assessments administered for diagnostic purposes as required under state or federal law.
Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities if student meets other tuition equity requirements ] and is eligible to receive state and university scholarships or other financial aid . Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid . Declares emergency, effective on passage. .
Authorizes issuance of general obligation bonds under Article XI-Q of Oregon Constitution for construction of veterans' home in Roseburg, Oregon. Declares emergency, effective July 1, 2019.
Directs Department of Corrections to enter into written agreement with nonprofit organization to jointly establish prison-based animal program to provide inmates with opportunity to develop pet care vocational skills. Requires department to adopt rules that are necessary to carry out program. Requires department to submit report to interim committees of Legislative Assembly concerning program, including recommendations for measuring outcomes of program and recommendations for legislation, no later than September 15, 2021. Appropriates moneys from General Fund to department to establish program.
Requires sellers of manufactured dwellings on rented spaces to provide property disclosure statements, in prescribed form, to prospective purchasers. Exempts foreclosing lienholders and landlords selling under consignment agreement.
Proposes amendment to Oregon Constitution to change minimum age person must be to be Senator or Representative from twenty-one years of age to eighteen years of age. Refers proposed amendment to people for their approval or rejection at next regular general election.
Increases corporate minimum tax. Increases rates of corporate excise tax to match personal income tax rates. Repeals provisions allowing personal income taxpayers to elect reduced rate on pass-through nonpassive income or income as sole proprietor. Applies to tax years beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.
