] Allows the Public Utility Commission to adopt a framework for carrying out performance-based regulation of electric companies and use incentives and penalties to induce electric companies to bring electric utility operations in line with the public interest and certain objectives. Declares a public interest for purposes of the Act. [ Appropriates moneys to the commission for implementing performance-based regulations. ] Limits expenditures from certain moneys collected or received by the commission for the purposes of carrying out performance-based regulation of electric companies.

Requires health benefit plans to cover autologous breast reconstruction procedures and related services with specific requirements related to out-of-pocket costs, cost-sharing, utilization review, reimbursement rates and network adequacy.

] Modifies the qualifications for certain statutes of limitations for civil actions based on allowing, permitting or encouraging child abuse and sexual assault. Prospectively eliminates the statute of limitations for civil actions based on sexual assault or child sexual abuse. Declares an emergency, effective on passage.

] [ Creates a process that exempts certain health care providers from prior authorization requirements under certain circumstances. ] Requires additional reporting about prior authorization to the Department of Consumer and Business Services from insurers offering a health benefit plan and tells the department to make [ certain ] this data publicly available. [ Applies these requirements to commercial health insurance, the Public Employees' Benefit Board, the Oregon Educators Benefit Board and coordinated care organizations. ] [ Takes effect on the 91st day following adjournment sine die. ] Creates restrictions for prior authorization requirements during certain surgical procedures for insurers offering a health benefit plan. Requires certain insurers offering a health benefit plan to implement a prior authorization programming interface by January 1, 2027.

Prohibits employers from entering into agreements that shorten the statute of limitations with respect to violations over which the Bureau of Labor and Industries has enforcement authority. Designates a violation of the prohibition as an unlawful employment practice. Establishes time limits for when the Commissioner of the Bureau of Labor and Industries must issue a notice of rights to complainants. Clarifies that the bureau will not issue a notice for matters that have been resolved by a settlement agreement. Establishes time limits for filing a civil action after issuance of the notice. Makes conforming amendments. Declares an emergency, effective on passage.

Directs the Public Utility Commission to provide for a classification of service for large energy use facilities. Requires any tariff schedule adopted for the class to allocate the costs of serving large energy use facilities to the facilities and mitigate the risks to other classes of retail electricity consumers. Defines "large energy use facility." Directs the commission to require an electric company to use a contract when providing electricity service to a large energy use facility. Requires the contract to meet certain requirements and conditions. Directs the commission to report each even-numbered year to the interim committees of the Legislative Assembly related to energy on trends in load requirements and other implications from large energy use facilities. Sunsets January 2, 2035. Declares an emergency, effective on passage.

Requires the State Board of Parole and Post-Prison Supervision to study changes to procedures for the early medical release of adults in custody. Directs the board to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027. Declares an emergency, effective on passage.

] Modifies what entities may receive restorative justice program grants. Establishes the Restorative Justice Grant Program Account and continuously appropriates moneys in the account to the Oregon Criminal Justice Commission for the grant program. [ Declares an emergency, effective on passage. ].

Directs the Department of Human Services to establish an Exceptional Home Care Worker Certification program. Directs the Oregon Department of Administrative Services to study the feasibility of implementing a new classification for case managers who serve people with acute behavioral health needs. Directs the Department of Human Services and the Oregon Health Authority to study funding pathways for providing behavioral health services to seniors and persons with physical disabilities, a shared functional needs assessment tool and a process for incorporating housing benefit eligibility applications into the Oregon Eligibility (ONE) system. Directs the Department of Human Services to develop a data-driven argument for expanding the service priority levels for which an individual may be eligible for medical assistance.

Urges Congress to ensure strong annual federal funding for the National Institutes of Health and to increase investment in cutting-edge medical research through grants from the NIH to research institutions.
