] Appropriates moneys to the Department of Justice [ to backfill reductions in ] for purposes related to federal Victims of Crime Act grants. Declares an emergency, effective on passage.

Directs the [ Department of Consumer and Business Services ] Housing and Community Services Department to establish a program to guarantee against losses in mortgage loans that lenders extend to first-time home buyers. Specifies which mortgage loans qualify for the guarantee and the qualifications and duties of first-time home buyers. Specifies circumstances under which a lender may make a claim and documentation a lender must provide as support for the claim. Establishes the Welcome Home Assistance Program Fund and appropriates moneys in the fund to the department to carry out the purposes of the Act. Declares an emergency, effective on passage.

Lowers the thresholds above which, in applicable circumstances, controllers are subject to regulation in processing consumers' personal data. Prohibits controllers from processing sensitive data for the purposes of targeted advertising or profiling a consumer in furtherance of decisions that produce legal effects or effects of similar significance. Prohibits a controller from selling sensitive data for any reason.

] Creates an exception to abuse of a child in care provisions when the suspected abuse was committed by the parent of the child in care. [ Requires that the Department of Human Services provide parents and guardians with a notice of rights before interviews in child abuse investigations. ] Requires the Department of Human Services to notify a child's parents or guardians that the department representative is not an attorney and cannot give the parent or guardian legal advice. Declares an emergency, effective on passage.

] [ Directs the Oregon Health Authority to modify the amounts of grants for school-based health centers for inflation. ] [ Directs the authority to issue grants for the planning and operation of school-based health services. ] Directs the [ authority ] Oregon Health Authority to develop and implement a program to issue grants to increase and improve school-based mental health services and substance use services. Directs the authority to study methods for providing or increasing reimbursement for mental health services delivered through school-based health centers. [ Authorizes the issuance of lottery bonds for school-based health center purposes. ] Takes effect on the 91st day following adjournment sine die.

] Prohibits a person that [ advertises ] offers or sells consumer goods or [ consumer ] services [ for sale ] in this state from [ displaying in an advertisement or quoting during a transaction ] advertising, displaying or offering a price for the consumer goods or [ consumer ] services that does not include [ or disclose every fee ] all fees and charges that [ the consumer ] a resident must pay to complete the [ sale of ] transaction in the consumer goods or [ consumer ] services other than taxes or fees that a governmental body imposes on the transaction or reasonable charges actually incurred for shipping the goods or providing the services . Punishes a violation of the Act as an unlawful trade practice under the Unlawful Trade Practices Act.

Prohibits the use of leaded fuel at race tracks in cities with a population of 500,000 or greater as of January 1, 2026. Takes effect on the 91st day following adjournment sine die.

Establishes certain requirements concerning aquaculture. Establishes the Aquatic Animals Fund, separate and distinct from the General Fund. Appropriates moneys in the Aquatic Animals Fund to the State Department of Fish and Wildlife for certain purposes related to aquaculture and aquatic animals.

Increases the fee paid for alcohol and drug screening specialists. Expands uses of moneys in the Intoxicated Driver Program Fund for indigent defendants. Provides some limitations. Allows an individual who is not a resident of Oregon to complete a treatment program out of state. Takes effect on the 91st day following adjournment sine die.

] Prescribes requirements for [ a cardiac emergency response plan for each school ] schools related to automated external defibrillators . Appropriates moneys to the Department of Education for distribution to school districts and public charter schools to assist in the implementation of the requirements [ of the plan ]. Declares an emergency, effective July 1, 2025.
