Relating to insulin; and declaring an emergency.

Allows pharmacists to prescribe and dispense emergency refills of insulin and associated insulin-related devices and supplies. Defines "insulin" and "insulin-related devices and supplies." Prohibits person from receiving more than three emergency refills of insulin and insulin-related devices and supplies in calendar year. Requires medical assistance programs and health benefit plans to reimburse for prescriptions made by pharmacists and services provided by pharmacists related to prescriptions for emergency refills of insulin and insulin-related devices and supplies . Declares emergency, effective on passage.

Relating to the Practitioner-Managed Prescription Drug Plan; and declaring an emergency.

Requires Pharmacy and Therapeutics Committee to publish on website of Oregon Health Authority within seven days recommendations concerning Practitioner-Managed Prescription Drug Plan. Requires Director of the Oregon Health Authority to make decision to approve, disapprove or modify committee's recommendation as soon as practicable and publish decision on website. Requires decision of director to be implemented no later than seven days after decision is published on website. Permits interested persons to request reconsideration of director's approval of recommendation no later than seven days after director's determination is published on website. Allows director to immediately implement recommendation or delay recommendation based on specified conditions. Declares emergency, effective on passage.

Relating to survivors of sexual assault.

Requires hospitals and pediatric health care facilities to have plans, approved by Oregon Health Authority, for treating sexual assault survivors who present in need of medical forensic services or for transferring sexual assault survivors to hospital or approved pediatric health care facility for medical forensic services. Requires authority to adopt rules for treatment and transfer plans. ] Requires facilities that provide medical forensic services to provide sexual assault survivors with vouchers to pay for services related to sexual assault that are not paid from Sexual Assault Victims' Emergency Medical Response Fund. Prohibits health care providers from billing sexual assault survivors for specified services related to sexual assault. ] Authorizes authority to impose civil penalties of up to $500 for each violation. ] Requires district attorney to include sexual assault nurse examiner or hospital representative in sexual assault response team organized by district attorney to adopt protocols addressing response to sexual assault victims.

Relating to missing Native American women; and declaring an emergency.

Directs Department of State Police to study how to increase and improve criminal justice resources relating to missing and murdered Native American women in Oregon and report to appropriate committee or interim committee of Legislative Assembly no later than September 15, 2020. Relating to screening newborns for diseases; and declaring an emergency.

Relating to ombudsmen; and declaring an emergency.

Requires long term care facilities, residential facilities and adult foster homes to provide residents with information developed by Long Term Care Ombudsman describing availability and services of Long Term Care Ombudsman. Excuses Long Term Care Ombudsman from reporting abuse of person who is 65 years of age or older or who is residing in long term care facility if report would violate federal law. Declares emergency, effective on passage.

Relating to expression of milk in the workplace; and prescribing an effective date.

Conforms Oregon law related to expression of milk in workplace to federal law. Eliminates ] Limits to employers with 10 or fewer employees exemption from providing rest periods for expression of milk in workplace if granting rest period imposes undue hardship. Declares emergency, effective on passage. ] Takes effect on 91st day following adjournment sine die.

Requires law enforcement agency to establish mental health wellness policy for addressing issues related to mental health wellness of law enforcement officers employed by agency.
