Relating to pesticides.

Prohibits sale, purchase or use of pesticide chlorpyrifos. Requires State Department of Agriculture to place pesticide products containing neonicotinoid on list of restricted-use pesticides. Amends pesticide product registration fee provision. Reduces maximum fee for certain occupational licenses related to pesticides.

Removes limit on number of chemicals Oregon Health Authority may include on list of high priority chemicals of concern in children's products. Removes requirement that authority grant waiver from requirement to remove or substitute certain chemical if manufacturer submits quantitative exposure assessment regarding chemical. Declares emergency, effective on passage.

Proposing amendment to Oregon Constitution relating to regulation of moneys in political campaigns.

Proposes amendment to Oregon Constitution to permit Legislative Assembly, governing body of city, county, municipality or district, or people through initiative process, to enact laws or regulations regulating use of moneys in political campaigns. Provides that amendment to Constitution applies only to laws enacted on or after December 3, 2020. Refers proposed amendment to people for their approval or rejection at next regular general election.

Relating to individual development accounts; prescribing an effective date.

Increases total amount allowed in tax year to all taxpayers as tax credits for donations to fiduciary organizations for distribution to individual development accounts. Increases maximum percentage of taxpayer donation for which credit may be allowed. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2022. Updates and makes technical corrections to statutes governing individual development accounts. Takes effect on 91st day following adjournment sine die.

Relating to data collected from health care providers; declaring an emergency.

Requires Oregon Health Authority to take steps to limit cost to hospitals, ambulatory surgical centers and extended stay centers for compiling and reporting records and data. Limits fee charged by authority for collecting records and data. ] Eliminates requirement for ambulatory surgical centers and extended stay centers to file ambulatory surgery discharge abstract records with Oregon Health Authority. Requires authority to adopt rules, in collaboration with representatives of ambulatory surgical centers, for data reporting by ambulatory surgical centers and extended stay centers. Authorizes Oregon Patient Safety Commission to share with authority data reported to commission by ambulatory surgical centers and extended stay centers. Requires Health Evidence Review Commission to develop evidence-based guidelines for extended stay centers based on data collected over two- and four-year periods. Declares emergency, effective on passage.

Relating to fireworks.

Increases civil penalty for violations of fireworks laws to be minimum of $500 and maximum of $5,000. Provides for payment of reward if civil penalty results from violation first reported by member of public.
