Requires public employers to adopt policies to prevent workplace harassment. Requires public employers to establish policies and procedures for addressing reports of workplace harassment. Requires employer to follow up with victim of reported harassment to determine whether harassment has stopped or if victim has experienced retaliation. Becomes operative January 1, 2020. Makes unlawful employment practice for employer to enter into certain agreements with employee that would prevent employee from disclosing or discussing conduct that constitutes workplace harassment. Provides that employer may, in certain circumstances, enter into settlement, separation or severance agreement that includes provision that would prohibit employee from disclosing or discussing such conduct or that would prohibit employee from seeking reemployment with employer as term or condition of agreement. Allows civil and administrative remedies for violation against unlawful practice. Becomes operative October 1, 2020. Extends timeline for filing complaint with Commissioner of Bureau of Labor and Industries alleging certain unlawful employment practices. Extends statute of limitations from one year to five years to file civil action for certain violations of law. Provides that extended statute of limitations applies to certain conduct that occurs on or after effective date of Act. Requires commissioner to adopt any rules necessary to implement certain provisions no later than 90 days after effective date of Act. Takes effect on 91st day following adjournment sine die.

Provides that exemption from transient lodging taxation for dwelling unit used by members of general public for temporary human occupancy for fewer than 30 days per year does not apply to dwelling unit rented out as transient lodging using platform of any kind provided in any manner by transient lodging intermediary. Takes effect on 91st day following adjournment sine die.
Provides that agreement for deferred resolution of criminal cases ] conditional discharge for controlled substance offenses may not contain requirement that defendant enter plea of guilty or no contest. Applies to diversion offered by district attorney, conditional discharge for controlled substance offenses and diversion for driving while under the influence of intoxicants. ] Requires that agreement contain waiver of rights by defendant. Provides that agreement does not constitute admission of guilt and is not sufficient to warrant finding of guilty by court. Requires counties with population of 650,000 or more to use proceeds from sale of foreclosed property to reimburse municipal liens against property for utilities improvements or seismic rehabilitation. Declares emergency, effective on passage.
Directs Department of Justice to administer violence prevention funding program in consultation with Attorney General's Sexual Assault Task Force. Authorizes department to adopt rules. Declares emergency, effective on passage.
Establishes right of consumer to be educated about ways to reduce cost of prescription drugs. Prevents insurer, pharmacy benefit manager or third party administrator from interfering with right. Requires insurer, pharmacy benefit manager and third party administrator to apply price paid by consumer for prescription drug toward deductible or out-of-pocket maximum regardless of whether consumer used pharmacy benefit to purchase drug.
Authorizes Public Utility Commission to consider differential energy burden and other inequities of affordability in rates. Authorizes public utilities to enter agreements to provide financial assistance for organizations to represent in regulatory proceedings before commission interests of low-income residential customers and residential customers that are members of environmental justice communities. Establishes Office of the Low-Income and Environmental Justice Advocate within commission. Authorizes office to intervene in certain proceedings. Requires Low-Income and Environmental Justice Advocate to convene advisory group to advise office in discharge of duties. Requires office to report on activities of office to interim committees of Legislative Assembly related to energy no later than December 1, 2021. Directs commission to establish public process for investigating ways to address and mitigate , through nonbypassable means, differential energy burdens on classes of electric company ] public utility customers and other inequities of affordability and environmental justice . Requires commission to report findings to interim committees of Legislative Assembly related to energy and business no later than September 15, 2020 ] incorporate findings into commission's 2020 report to Environmental Justice Task Force and Governor . Sunsets public process January 2, 2021.
Requires hospital emergency departments to accept and treat individuals who need medical detoxification, including by providing peer mentoring. Requires health benefit plans to provide coverage for medical detoxification, including peer mentoring, beginning with plans issued, renewed or extended on or after January 1, 2020. Declares emergency, effective on passage.
Requires coordinated care organization to make available to members of coordinated care organization advocates for victims of domestic violence, sexual violence or stalking.
Clarifies meaning of "because of age" in employment discrimination law. Designates as unlawful employment practice for employer to seek age of applicant prior to making conditional offer of employment and to include certain words or phrases in job application that suggest or imply age preferences. Permits employer to observe terms of bona fide seniority system that does not require employee to retire at certain age. Allows person to bring civil action alleging certain types of employment discrimination under disparate impact or disparate treatment theory of proof. Requires additional award of liquidated damages to prevailing plaintiff in civil action alleging age discrimination.
