Establishes procedures for persons with qualifying marijuana convictions to file motion requesting court to enter order setting aside conviction. Provides that fee, set of fingerprints or background check are not required for motion. Specifies grounds for objection and burden of proof.
Prohibits school district, community college district and certain education service district and community college district ] elections from being conducted in manner that impairs ability of members of protected class to have equal opportunity to elect candidates of their choice as result of dilution or abridgment of rights of electors who are members of protected class. Establishes processes to ensure compliance with prohibition. Requires Secretary of State to ensure that forms used to nominate candidates for elected office to board of school district, education service district or community college district ] give candidate option of providing candidate's race and ethnicity.
Prohibits name of Secretary of State, ] county clerk or filing officer from appearing in official capacity on voters' pamphlet, return identification envelope, secrecy envelope or other ballot information provided to electors if secretary, ] county clerk or filing officer is on ballot. Establishes exception to permit name, office and signature of Secretary of State to appear on cover of voters' pamphlet as part of statement stating that pamphlet may be used to assist electors in voting. ] Prohibits name of Secretary of State from appearing in official capacity on return identification envelope, secrecy envelope or other ballot information other than voters' pamphlet that is provided to electors if secretary is on ballot. Permits name of secretary to appear in official capacity in voters' pamphlet.
Modifies processes relating to reporting, investigating and appealing findings related to sexual harassment in schools. Takes effect July 1, 2020.
Allows Oregon Board of Dentistry to accept results of national standardized examinations under specified circumstances when determining fitness of applicant to practice dentistry or dental hygiene . Requires board to accept results from regional and national testing agencies for laboratory and clinical examinations under specified circumstances. Requires board, for certain applicants for licensure, to accept results of clinical board examinations from regional and national testing agencies. Declares emergency, effective on passage.
Directs professional licensing boards to develop pathways to licensure, certification or other authorization to practice occupation or profession for specified persons. ] study manner in which persons who are immigrants or refugees become authorized to practice occupation or profession. Directs boards to reduce barriers to authorization to practice for immigrants or refugees. Requires boards to report to Legislative Assembly not later than November 30, 2019. Authorizes Long Term Care Ombudsman to hire up to 10 deputy ombudsmen. Declares emergency, effective on passage.
Prohibits court from inquiring into defendant's immigration status or requiring defendant to disclose defendant's immigration status at time of plea or at any other time during criminal proceeding. Requires court to allow defendant, upon request, additional time for plea decision after informing defendant about possible adverse immigration consequences of plea. Provides that transient lodging tax becomes due when occupancy of transient lodging with respect to which tax is imposed ends. Provides that transient lodging tax to be remitted with tax return is amount of tax due with respect to all occupancy of transient lodging that ended during reporting period to which return relates.
