Relating to juvenile expunction proceedings.

Allows expunction of certain juvenile records under certain conditions, including passage of 10 years from date of most recent termination, absence of conviction for felony or Class A misdemeanor and no pending proceedings for criminal conviction or juvenile adjudication.

Relating to greenhouse gas emissions; declaring an emergency.

Requires Environmental Quality Commission to adopt carbon pollution market by rule. Requires commission to consult with certain interested persons and be advised by advisory committee in adopting rules. Establishes Greenhouse Gas Cap and Investment Program Oversight Committee. Provides for minimum requirements of carbon pollution market. Declares legislative purposes of carbon pollution market. Establishes Climate Investments Account within State Highway Fund. Requires that certain auction proceeds be deposited in account for purpose of funding programs consistent with legislative purposes of carbon pollution market. Establishes Oregon Climate Investments Fund. Requires that certain auction proceeds be deposited in fund, to be distributed through Climate Investments Grant Program adopted by Environmental Quality Commission by rule. Creates Climate Investments in Impacted Communities Advisory Committee. Requires committee to advise on distributions of certain auction proceeds. Establishes Just Transition Fund. Requires that certain auction proceeds be deposited in fund, to be distributed through Just Transition Grant Program adopted by Oregon Business Development Department by rule. Makes all provisions related to carbon pollution market and distribution of auction proceeds operative January 1, 2021. Authorizes Environmental Quality Commission, Public Utility Commission, Department of Transportation and Oregon Business Development Department to adopt rules prior to operative date. Repeals greenhouse gas emissions goals and requires Environmental Quality Commission to adopt by rule statewide greenhouse gas emissions goal for 2025, and limits for years 2035 and 2050. Defines "greenhouse gas" for purposes of air pollution laws. Requires registration and reporting by certain sources of greenhouse gas emissions. Requires certain sources to pay annual fee to Department of Environmental Quality to pay costs of department and Environmental Quality Commission in developing and preparing for implementation of carbon pollution market required by Act. Make provisions related to greenhouse gas definition, emissions limits and registration and reporting operative January 1, 2018. Declares emergency, effective on passage.

Relating to summer education; declaring an emergency.

Directs Department of Education to administer pilot program to offer summer education to elementary school students in high poverty, low performing schools with high populations of English language learners. Sunsets pilot program on January 2, 2020. Establishes Summer Learning Fund, separate and distinct from General Fund. Continuously appropriates moneys in Summer Learning Fund to State Library for purposes of funding summer learning planning, programming and awareness. Appropriates moneys from General Fund for deposit in Summer Learning Fund. Declares emergency, effective on passage.

Relating to domestic violence; declaring an emergency.

Requires law enforcement agencies to adopt policies on responding to officer-involved domestic violence incidents. Defines "officer-involved domestic violence." Requires Department of Public Safety Standards and Training to adopt rules related to officer-involved domestic violence. Establishes Task Force on Officer-Involved Domestic Violence. Directs task force to develop model policy on officer-involved domestic violence. Sunsets task force on December 31, 2018. Declares emergency, effective on passage.

Relating to translator services for legislative proceedings.

Requires Legislative Assembly to provide translator services free of charge, in order to facilitate witness participation in hearings or informal meetings with one or more members of Legislative Assembly, or as required by federal Americans with Disabilities Act. Requires that written request be made to Legislative Administrator by specified date before translator services will be provided.

Relating to disclosure of tax returns for candidates for federal office.

Requires candidate for President or Vice President of United States, in order to appear on general election ballot or in general election voters' pamphlet, to provide Secretary of State with copy of candidate's federal income tax returns for five years preceding year of general election and with written consent for public disclosure of tax returns. Prohibits elector in Oregon who is part of electoral college from voting for candidate who fails to provide tax returns or written consent.

Relating to proceeds from the sale of unclaimed property.

Provides that Department of State Lands shall distribute certain moneys that have been in Common School Fund Account for 25 years or more. Requires any claims for moneys be paid from General Fund. Directs department to describe disposition of those moneys on claim forms.
