Requires more information to be included on a certificate of a notarial act and certain other documents. Authorizes a county clerk to refuse to accept a document that has any characteristic suggesting it may be fraudulent.
Requires a hospital to report on an annual basis to the Oregon Health Authority the percentage of medical assistance program payments and the amount of other public funds that were invested in stocks. Allows the authority to impose penalties for failure to comply with the law.
Establishes the Task Force on Licensed Health Care Services in Oregon Schools. Directs the task force to examine the employment duties for licensed health care providers employed by schools, school districts and education services districts. Requires the task force to report to the interim committees of the Legislative Assembly related to education not later than September 15, 2026. Sunsets on December 31, 2026. Takes effect on the 91st day following adjournment sine die.
Requires the Oregon Health Authority to pay out of the Law Enforcement Medical Liability Account any copayment or other cost-sharing amounts owed by an individual for the cost of medical services, or the entire cost of the medical services if an individual is a medical assistance recipient or uninsured, for injuries related to law enforcement activity. Authorizes the authority to make the final determination of whether injuries are injuries related to law enforcement activity. Directs the authority to conduct outreach about the availability of funding and the process for submitting claims for reimbursement.
Creates the Community Escrow Fund in the State Treasury to hold coordinated care organization restricted reserves. Allows a coordinated care organization to request from the Oregon Health Authority payments from the fund in amounts needed to pay costs not accounted for in establishing the coordinated care organization's global budget.
Directs the Secretary of State to maintain an online database of notarial acts. Requires notaries public to enter information about notarial acts in the database. Becomes operative on January 1, 2027. Takes effect on the 91st day following adjournment sine die.
Allows a motorcycle operator to travel between lanes of traffic under certain conditions. Increases the penalty for committing the offense of motorcycle or moped unlawful passing in a lane with a vehicle. Punishes a violation by a maximum $2,000 fine.
Establishes the Task Force on Reparations and directs the task force to study and develop proposals for financial and nonfinancial reparations for Oregonians of African-American descent, develop appropriate methods for educating the public about the task force's findings and recommend appropriate remedies based on the task force's findings. Sunsets December 31, 2026. Takes effect on the 91st day following adjournment sine die.
Prohibits residential landlords from considering the credit score of an applicant who demonstrates eligibility for medical assistance under the Oregon Health Plan. Takes effect on the 91st day following adjournment sine die.
Requires the Employment Relations Board to establish and maintain a registry system for persons to register as union representatives. Prohibits a person from acting as a union representative unless the person is registered and enrolled in the registry system. Establishes a civil penalty for each violation.
