Requires the Oregon Department of Administrative Services to study more cost effective ways for state agencies to procure translation services. Directs the department to submit findings to the interim committees of the Legislative Assembly related to general government no later than September 15, 2026. Sunsets on January 2, 2027.
Directs the Oregon Health Authority to adopt rules to require behavioral health providers that are certified or licensed by the authority to screen for racial trauma during an initial assessment. Takes effect on the 91st day following adjournment sine die.

Adds mental health professionals, naturopathic physicians, pharmacists, medical laboratory scientists and medical laboratory technicians to the types of providers eligible for the tax credit allowed to rural medical care providers. Removes the requirement of hospital consulting privileges applicable to an optometrist claiming the credit. Applies to tax years beginning on or after January 1, 2026. Increases the amount of total tax credits allowed for certified film production development contributions made to the Oregon Production Investment Fund. Applies to fiscal years beginning on or after July 1, 2025. Takes effect on the 91st day following adjournment sine die.
Creates the Office of Pharmaceutical Purchasing within the Oregon Department of Administrative Services to support multiagency and multistate collaborative purchasing of pharmaceuticals, drive down the cost of prescription drugs for residents of this state and manage the Oregon Prescription Drug Program. Creates an advisory board within the Office of Pharmaceutical Purchasing to assist in coordinating pharmaceutical purchasing across state agencies and programs. Transfers the Oregon Prescription Drug Program from the Oregon Health Authority to the Office of Pharmaceutical Purchasing and modifies the program, including by requiring certain agencies and coordinated care organizations to participate. Clarifies that a uniform Practitioner-Managed Prescription Drug Plan and preferred drug list should be used in both fee-for-service reimbursements and prescription drugs provided by coordinated care organizations. Takes effect on the 91st day following adjournment sine die.
Requires a hospital to report on a quarterly basis to the Oregon Health Authority its daily cash on hand. Allows the authority to impose penalties for failure to comply with the law.
Provides for calculation of the minimum wage rate beginning July 1, 2026. Directs the Bureau of Labor and Industries to establish a formula by rule for setting the minimum wage rate. Takes effect on the 91st day following adjournment sine die.
