Extends authorized uses of moneys received by state pursuant to Volkswagen Environmental Mitigation Trust Agreement and deposited in Clean Diesel Engine Fund. Prohibits titling of certain motor vehicles powered by certain model year diesel engines on and after January 1, 2025 , if owner of motor vehicle is located in Multnomah, Clackamas or Washington County . Prohibits registration of certain motor vehicles with certain model year diesel engines after certain dates, if owner of motor vehicle is located within Multnomah, Clackamas or Washington County. Creates exception from titling and registration prohibitions for motor vehicles powered by diesel engines retrofitted with approved retrofit technology. Directs Environmental Quality Commission to adopt by rule criteria for certification of approved retrofit technologies. Directs Department of Transportation to annually report on registration of certain motor vehicles to interim committees of Legislative Assembly related to transportation and environment. Provides that sale, display, advertisement or representation as approved any retrofit technology not approved by commission constitutes offense. Provides that certain modification or alteration of installed, approved retrofit technology for which proof of certification has been issued constitutes offense. Provides that false certification that diesel engine has been retrofitted with approved technology or falsification of information on certificate of compliance constitutes offense. Provides that requiring unnecessary repairs or service to issue proof of certification of installation of approved retrofit technology constitutes offense. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Provides that person who makes, issues or knowingly uses imitation or counterfeit certificate of compliance commits offense. Punishes by maximum fine of $1,000. Directs commission to adopt by rule voluntary emission control label program for pieces of construction equipment powered by nonroad diesel engines and operated in Oregon. Authorizes commission to establish schedule of fees for participation in voluntary program. Becomes operative January 1, 2020. Requires certain public improvement contracts to require use of motor vehicles with 2010 model year or newer diesel engines and equipment that meets certain emission standards in performance of contract. Becomes operative January 1, 2021. ] Applies to public improvement contracts advertised, solicited or entered into on or after January 1, 2022, with exceptions. Allows assessment of civil penalties for violations of certain motor vehicle emission standards by persons other than motor vehicle owners and their lessees. Establishes Supporting Businesses in Reducing Diesel Emissions Task Force. Directs task force to consider public funding strategies and develop incentive strategies for supporting businesses in reducing emissions from diesel engines used in conducting business activities. Sunsets task force December 31, 2020. Declares emergency, effective on passage.

Requires property owner subject to affordability restriction to provide more notice to Housing and Community Services Department and local governments before restrictions expire. Requires property owners to extend right of first refusal to department or local government for up to 24 months following expiration of affordability restriction. Renames crime of intimidation as bias crime. Adds gender identity to list of characteristics of victim, perception of which constitutes defendant's motive to commit crime. Removes requirement that bias crime in the first degree be committed by two or more persons. Modifies bias crime statistics reported to Department of State Police by law enforcement agencies. Directs department to report data collected from law enforcement agencies to Oregon Criminal Justice Commission. Directs commission to include gender identity as characteristic of victim constituting aggravating factor when characteristic motivated commission of crime. Directs district attorneys to collect data concerning bias-related crimes and report to commission. Appropriates moneys to , and increases limitation on federal funds expenditures for, Department of Justice for distribution to district attorneys for purposes of collecting and reporting data ] purposes of carrying out provisions of Act . Directs Department of Justice to establish hate crimes telephone hotline. Directs law enforcement agency responding to bias incident to refer victim to qualifying local victims' services or to hate crimes hotline. Creates position of Hate Crimes Response Coordinator in department. Directs department to collect data concerning bias crimes and bias incidents and report to commission. Directs commission to analyze all bias crime and bias incident data received from Department of State Police, district attorneys and Department of Justice, and to report on analysis annually to Governor, Legislative Assembly, Attorney General, Oregon District Attorneys Association, Department of State Police and Department of Public Safety Standards and Training. Appropriates moneys to commission for purposes of carrying out data analysis ] provisions of Act . Declares emergency, effective on passage.
Requires public employer to grant reasonable paid time to public employee who is designated representative to engage in certain activities. Requires public employer, upon request by exclusive representative, to authorize release time to designated representative of exclusive representative. Authorizes public employer and exclusive representative to negotiate and enter into agreements regarding release time. Entitles designated representative to be restored to same position after conclusion of release time. Requires public employer to provide exclusive representative reasonable access to employees in appropriate bargaining unit. Requires employers to provide employee contact information to exclusive representative within certain time limits. Permits public employer to deduct dues, fees and assessments from salary and wages of public employee who has authorized deduction. Requires employer to pay amounts deducted to labor organization. Expands definition of "employment relations" to include labor organization access to represented employees. Makes certain activities, related to labor organization, ] attempts to influence employee to resign from or decline membership , use of employer's electronic mail to discourage membership ] in labor organization or to discourage authorization of deduction for payment to labor organization, ] and employer's encouragement of employee to revoke authorization of deduction for payment to labor organization and provision of certain personally identifiable information about public employees within bargaining unit to entity other than exclusive representative, ] unfair labor practices.
