Imposes requirements and restrictions on insurer and coordinated care organization audits of claims for reimbursement submitted by behavioral health treatment providers. Directs Oregon Health Authority to collaborate with health care providers that provide care to medical assistance enrollees, coordinated care organizations, community groups that advocate for diversity and health equity and health care industry representatives to develop recommendations for processes by which payers audit health care providers' claims for reimbursement. Directs Department of Human Services to ensure provision of specified services to individuals receiving child welfare services who are deaf or hard of hearing. Directs department to employ statewide coordinator of ] provide centralized coordination of resources, information, referral, training and advocacy relating to child welfare services for ] provided to individuals who are deaf or hard of hearing. Modifies requirements of Oregon Foster Children's Bill of Rights.
Requires Department of Revenue to study revenues received by state from transactions involving alcoholic beverages. Directs department to submit findings to interim committees of Legislative Assembly related to revenue not later than September 15, 2024.

Proposes amendment to Oregon Constitution to require majority of each house of Legislative Assembly to be present to conduct business. Refers proposed amendment to people for their approval or rejection at next regular general election.
Provides that city with population greater than 600,000 may refer ballot measure to electors to form park and recreation district and have entirety of governing body of city serve as entirety of membership of board of district so formed. Requires approval of county in which majority of territory of city lies if ballot measure includes permanent rate limit for operating taxes for district.
Requires original equipment manufacturer to make available to owner of consumer electronic equipment or independent repair provider on fair and reasonable terms any documentation, tool, part or other device or implement that original equipment manufacturer makes available to authorized service provider for purpose of diagnosing, maintaining or repairing consumer electronic equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to seek order requiring compliance with provisions of Act. Takes effect on 91st day following adjournment sine die.
Modifies legislative findings concerning alternative incarceration programs. Renames special alternative incarceration program and removes requirement that participants engage in physical work and exercise. Requires that intensive alternative incarceration addiction program address addiction as chronic disease and include range of treatment services. Modifies acceptance procedures for programs.
