Expands eligibility for Women, Infants and Children Program nutrition assistance to mothers of children up to 24 ] 12 months of age, paid for with state funds. Requires Oregon Health Authority to provide notice to families receiving Women, Infants and Children Program nutrition assistance if federal funding for program terminates.

Increases percentage of federal earned income credit allowable as credit against Oregon personal income tax. Provides additional percentage tier based upon age of youngest dependent of taxpayer. Allows otherwise qualified individual to claim credit under individual taxpayer identification number in lieu of Social Security number. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Extends sunset for earned income tax credit. Takes effect on 91st day following adjournment sine die.

Directs office of public defense services established by Public Defense Services Commission to distribute moneys to Metropolitan Public Defender Services for establishment and administration of pilot program according to specifications, collection of certain program data and submission of data to commission ] office . Directs commission ] office to review data and to report on results of pilot program to interim committees of Legislative Assembly related to judiciary on or before September 15, 2021. Appropriates moneys from General Fund to Public Defense Services Commission for pilot program. Declares emergency, effective on passage.

Disallows, for purposes of personal income taxation, mortgage interest deduction for residence other than taxpayer's principal residence , unless taxpayer sells residence or actively markets residence for sale . Phases out allowable deduction for interest for principal residence based upon income. Disallows deduction for principal residence above threshold amount. Establishes Oregon Housing Opportunity Account. Transfers amount equal to estimated increase in revenue attributable to restrictions on deduction of mortgage interest to accounts in Oregon Housing Fund ] account . Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.

Modifies juvenile code to prohibit placement of children and wards taken into protective custody in detention facilities. Declares emergency, effective on passage.

Requires agencies of state government to use Department of State Police for purposes of requesting ] conduct criminal records checks relating to employment by agency through Department of State Police . Establishes rebuttable presumption in claim for negligence based on defendant's failure to conduct adequate criminal records check that defendant was not negligent if defendant requested and received ] conducted criminal records check from ] through Department of State Police.

Creates civil cause of action against person who knowingly summons police officer for reason other than suspected criminal activity ] with intent to cause specified harm.

Prohibits use of hydraulic fracturing for oil and gas exploration and production. Sunsets January 2, 2030 ] 2025 . Declares emergency, effective on passage.

Enacts Interstate Compact for Agreement Among the States to Elect the President by National Popular Vote.

Requires school districts to ensure that all students of school district have equal access to educational facilities. Prohibits certain requirements or restrictions from being imposed on ] Prohibits school district from restricting access by alternative education students, English language learners or special education students to specialized learning areas and certain common areas . Declares emergency, effective July 1, 2019.
