Directs Department of Human Services ] Oregon Health Authority to increase fee-for-service rate for behavioral health providers participating in medical assistance programs. Allows Oregon Health ] authority to provide matching funds to participants in federal State Loan Repayment Program as part of health care provider incentive program. Imposes certain requirements on behavioral health and addiction services providers receiving loan repayment subsidies from health care provider incentive program. Appropriates moneys to Oregon Health ] authority for deposit in Health Care Provider Incentive Fund for purpose of providing loan repayment subsidies to behavioral health and addiction services providers. Declares emergency, effective on passage.
Directs Higher Education Coordinating Commission to require each mental health provider preparation program in this state to prepare plan to recruit and graduate diverse mental health providers.
Requires hospitals and ambulatory surgical centers to use smoke evacuation system during surgical procedures likely to generate surgical smoke.
Requires school districts to provide instruction and drills on how to prepare for and survive after natural disaster. ] Directs Department of Education to develop curriculum relating to earthquake and tsunami safety. Requires school districts to implement curriculum unless districts provide written notice to State Resilience Officer. ] Directs Department of Education to establish and administer pilot program to assist school districts in providing age-appropriate instruction on natural disasters. Sunsets pilot program on January 2, 2025. Declares emergency, effective July 1, 2019.

Requires water utilities, domestic water supply districts, people's utility districts and electric cooperatives to meet certain requirements before terminating residential service due to delinquent payment.
Requires health benefit plan to reimburse cost of covered telemedicine health service provided by health professional licensed or certified in this state if same health service is provided in person.
Establishes Drug Cost Review Commission to determine excess costs for certain prescription drugs and to set maximum payment rates for certain prescription drugs sold in this state by suppliers other than manufacturers. Requires investigation by Attorney General of complaints of payment rates that exceed payment rates established by commission. Adds new provisions considered unlawful trade practices.
Appropriates moneys from General Fund to Higher Education Coordinating Commission for agricultural experiment station and branch stations, Oregon State University Extension Service and Forest Research Laboratory programs of Oregon State University.
